Introduction:
This is a Request for Proposal for stream stabilization & excavation services as a component of a
repair project for an out-of-service pedestrian bridge/boardwalk that crosses the Allen Brook
between Williston's Village Community Park and Allen Brook Nature Trail. The contractor will be
executing a pre-designed stream stabilization project that calls for ~ 90 linear feet of channel re-
grading, bank armoring, and erosion prevention work. The purpose of the project is to halt erosion
that threatens the pedestrian infrastructure and improve flood resilience for the boardwalk structure.

Scope of Work:
Due to permit restrictions, the window of opportunity for this project in 2026 is August 15th, through
October 1st, though some preliminary site preparation may begin earlier.
The design for this project was created by engineering firm Engineering Ventures, and includes
streambank grading, armoring, and replanting components. The full scope of work is outlined in the
project civil plan set, which is available by request (requests should be submitted to Williston Senior
Conservation Planner David Moroney, dmoroney@willistonvt.org, and co-addressed to Principal
Engineer Paul Bosivert, paulb@engineeringventures.com). A full copy of the plan set may also be
inspected in person by visiting the Williston Planning and Zoning Office at 7878 Williston Rd, Williston
VT, 05495.
The scope of work does not include all phases of the Engineering Ventures work plan: installation of
new helical piles, repair of the footbridge structure, and installation of woody plantings are NOT a
component of the scope of work, as this will be executed by a separate entity.
Contractor is responsible for furnishing all necessary project materials. Stone and soil fill materials
must meet earthwork requirements and be free of weeds and plant materials. Topsoil sourced from
off-site must be weed-free collected locally or at least in the same eco-physiological region. Seed
used must be free of noxious weeds.
The Contractor shall remove LOD markings and protective matting after the conclusion of work and
perform clean-up of debris and disturbances caused by their operations including returning staging
areas to 'as was' condition.
Contractor will be responsible for observing all restrictions and rules related to the project that may
result from local, state, and federal permitting, including following erosion prevention best practices
for working in streams. Permits are issued or pending for this project from the state wetlands
program, US Army Corps of Engineers wetlands program, Act 250, and local zoning. The project was
ruled non-jurisdictional for a stream alterations permit. Permit restrictions stipulate that trees
cannot be cut to widen an equipment access path into the site until August 15th; preliminary site
preparation work can begin prior to that date. The Engineering Ventures work plan calls for
completion of all soil stabilization steps involving seeding by September 15th, and permits require
that all in-stream work must be completed by October 1st.
Proposal Requirements & Selection:
All proposals must address the following requirements:
1. Submit one digital or hard copy Technical and Cost Proposal to the Williston Planning &
Zoning Office at the Town Hall Annex (see address above). Clearly indicate the following
information on the outside of a sealed envelope containing the proposal, or in the body of
the email containing the digital attachment:
a. Name and address of contractor
b. Project Name: "Allen Brook Boardwalk Repair Project - Stream Stabilization &
Excavation Services"
c. Bid Due Date July 8th, 2026 at 4:30 PM
2. Include a fixed-upper-limit (not-to-exceed) Cost Proposal broken down by task.

3. Provide a proposed schedule of work. Schedule of work will be finalized with
the winning Contractor after issue of project permits.
4. Include a list of 3 previous projects with comparable project type or scope, including a brief
project description and contact name and email address for reference.
5. The Contractor shall provide a Certificate of General Liability insurance naming the Town as
an additional insured with a minimum limit of $1,000,000 per occurrence and $2,000,000
aggregate.
All proposals become the property of the Town upon submission. The cost of preparing, submitting
and presenting a proposal is at the sole expense of the proposer. The Town reserves the right to reject
any and all proposals received as a result of this solicitation, to negotiate with any qualified source,
to waive any formality and any technicalities or to cancel this RFP in part or in its entirety if it is in the
best interests of the Town. This solicitation of proposals in no way obligates the Town to award a
contract.
All questions related to this Request for Proposal shall be submitted in writing to Williston Senior
Conservation Planner David Moroney (dmoroney@willistonvt.org); technical questions regarding the
scope of work should be co-addressed to Principal Engineer Paul Bosivert
(paulb@engineeringventures.com). Questions must be submitted by June 30th, 2026 at 4:30pm.
Questions will be answered in a written addendum and posted to the town website RFP page by July
2, 2026 at 4:30pm. Interested parties may reach out via email after this date for a copy of the
addendum, which will include all questions received and answers provided.
The project site is accessible via Williston's Village Community Park and may be independently
inspected by bidders during daylight hours. An optional project area walk-through and pre-bid
meeting will be held on Monday June 29th at 1:00 pm. Interested bidders must RSVP in advance to
facilitate coordination of meeting.
Proposals shall be submitted to the Town of Williston no later than July 8th, 2026 at 4:30 PM using
the address or email provided above. At that time the Bids received will be publicly opened and read.
Proposals received after this deadline will not be accepted.
The Town of Williston reserves the exclusive right to make changes, substitutions, additions, or
reductions in the scope of the proposed work if circumstances alter the required project design.
Changes affecting either scope of work or project schedule will be addressed in advance by change
order requests. These must be based on actual anticipated costs.
If any proposer is aggrieved by the proposed award of the contract, he or she may appeal in writing
to the Williston Town Manager, 7900 Williston Road Williston, Vermont 05495. The appeal must be
post-marked within fourteen (14) calendar days following the date of written notice to award the
contract. Any decision of the Town Manager is final.
