1 Request for Qualifications

2 General
The University of Iowa, located in Iowa City, Iowa (hereafter, "University") desires to obtain written proposals from
qualified suppliers to provide strategic planning services for the College of Pharmacy.
Although the University has listed general criteria that will be used in its final evaluation, the University does not
intend these criteria to limit the Supplier's creativity in preparing a proposal it believes will accomplish the
University's goals. The use of a specific Supplier will be based on the Supplier's performance.
The required documentation of expertise and qualifications outlined in this request is intended to serve primarily as
a general guide for each statement of qualifications, with the minimum requirements listed. Each Supplier is
expected to submit a fully detailed statement of qualifications, which adequately describes the advantages and
benefits the University would realize by selecting the Supplier.

3 Background
The University of Iowa
The University is a broad-based public university of international stature. As of spring 2024 The University has
28,480 students and is recognized for its academic achievement; leadership in research; and its teaching hospital
The University of Iowa Hospitals and Clinics. As of 2023 The University has an overall budget of $4 billion and
employs approximately 19,000 full-time faculty and staff. More information can be found at the Office of the

The University of Iowa Health Care
University of Iowa Heath Care is Iowa’s comprehensive academic health center. At our medical centers and clinics,
we provide adult and pediatric primary and specialty care to patients and families from across Iowa, throughout the
nation, and around the world. Our clinical enterprise is comprised of more than 1,200 staff physicians and dentists,
nearly 800 resident and fellow physicians, and over 5,300 nursing staff members. Through innovation,

4 Scope of Services
The successful Supplier will work in partnership with the University and will be expected to fulfill the following scope
of services, including but not limited to the following. Suppliers should note the scope detailed herein is the first
known and planned scope by the University. After these phases are completed the University may request ongoing
support or additional services to ensure the strategic vision is implemented and maintained. Suppliers should
clearly detail in their proposal any future phases or additional services related to the scope of work that may be of
interest to the University.
1. Conduct an environmental scan including interviews with key opinion leaders (national, state, and local) and
delivery of a written end report to the University. The University requires environmental scans and assessments to
be completed within the first two months after contract award.
2. Facilitating up to three onsite strategic planning retreats. The University anticipates a need for three onsite
retreats, but Awarded Supplier shall be able to accommodate more or less depending on results of environmental
scans and reporting. Supplier shall ensure facilitation of all events is prompt, effective, and professional.
3. Drafting the strategic plan for the College of Pharmacy with University input. The strategic plan draft shall be
completed within four months after the environmental surveys are completed. The University’s expectation is the
initial scope is delivered within six months from contract award. It is required Supplier work in partnership with the
University for development of the strategic plan.
4. Supplier shall share all relevant findings and recommendations with the University with or before delivery of the
strategic plan draft.
5 Scope of Services - Changes
The University reserves the right to change the scope of work as required. Notices of such changes will be made in
writing by the University to the Supplier.

6 Supplier Requirements
Suppliers must clearly demonstrate and provide documentation substantiating that they are compliant in each of the
following areas. The University reserves, solely, the right to reject any submittals if the evidence or references
submitted by such Supplier fails to satisfy the University that said Supplier is properly qualified in any of these
areas. It shall not be the responsibility of the University to request additional information to satisfy these
requirements, if such information is not provided with the submitted response. Failure to respond to any question or
follow the instructions herein may result in disqualification

7 Project Proposal
Provide a proposal detailing the Supplier's process to be used in providing the services described herein. Suppliers
should note the scope detailed herein is the first known and planned scope by the University. After these phases
are completed, the University may request ongoing support or additional services to ensure the strategic vision is
implemented and maintained. Suppliers should clearly detail in their proposal any future phases or additional
services related to the scope of work that may be of interest to the University to include the initial scope of the
project or future phases. The proposal should clearly indicate any major requirements that cannot be met by the
Supplier, and highlight the major features of the proposal to assist the reader in determining generally how the
qualifications of the Supplier and the proposal meets and exceeds the requirements proposed by the University.
Please include, at minimum, the following information in your Proposal:
1. Detail approach and scope for environmental surveys. Responses should include examples of how scan is
organized, key stakeholders engage, and types of questions utilized.
2. Detail experience and proposed approach to facilitating retreats. Responses should include key information you
would recommend including as part of the retreats, approach to engagement during retreats, etc.
3. Describe in detail and provide a sample reporting that would be provided providing environmental scans and
strategic report findings.
4. Detail key benchmarking metrics that Supplier utilizes/recommends as part of this assessment.
5. Describe in detail how communication will be addressed from meeting planning to collaboration changes to
strategic plan drafts.
6. Describe your experience providing this type of services to other Big 10, or similar, institutions. Specific
experience with other Colleges of Pharmacy is of most interest.
7. Describe your proposed timeline that ensures that the deliverables described in Attribute #4 are completed by
the requested time.
8. Describe any additional related services that you can provide to the College of Pharmacy that will assist in
achieving their strategic vision.
9. Clearly describe all fees and expenses for the required services as well as any optional services that you offer.
