Strategic Communications Services

The purpose of this Request for Proposal (RFP) evaluation is to assist New York State Department of Labor (hereinafter referred to as “the Department” or “NYSDOL”) as it launches three (3) new programs and three (3) new infrastructure investments including the launch of a new technology initiative designed to improve the services NYSDOL provides to its customers. In order to ensure that the public and our stakeholders are thoroughly informed of any new initiatives that will positively impact customer service, NYSDOL seeks the expertise of a Strategic Communications firm. The Section 3. Description of Services Sought found within this solicitation document, outlines the deliverables and expectations for the engagement.
The primary objective of this solicitation is to obtain a Contractor to provide Strategic Communications Services:
a)
To develop and implement a comprehensive strategic communications plan, including messaging and communication channels, that will effectively inform, educate, and engage stakeholders about new system launches.
b)
To enhance public awareness and understanding of the services and features of our new systems, emphasizing the improvements in customer service.
c)
To create a positive and supportive environment for the successful transition to new systems while minimizing potential disruptions.
d)
To conduct focus groups aimed at evaluating the effectiveness and customer sentiments of services provided at NYSDOL’s Career Centers. The selected firm should have substantial experience in organizing and facilitating focus groups within the public service sector, preferably with Career Center services. The Contractor will be responsible for developing focus group protocols, recruiting participants, conducting sessions, and analyzing results. The insights gained from these focus groups will be crucial in enhancing the quality and impact of the services offered at our Career Centers by the Department. The results from the focus groups might impact how NYSDOL is going to communicate with its stakeholders or if NYSDOL needs to initiate a communication strategy on a new technology initiative.
