Strategic Asset Management Program Development – Phase 1

The City of Clemson is requesting sealed proposals from qualified consulting firms for the development of a Strategic Asset Management Plan, Asset Management Maturity Assessment and guidance in selecting a Computerized Maintenance Management System (CMMS) for water, sewer, stormwater & roadway infrastructure while planning for future asset management scopes to in inclusive of all lifecycle assets of the City.

The primary objective of this collaboration is to establish a City Council–codified Asset Management Program and Plan that maintains current assets, evaluates asset lifecycles, and strategically expands the City’s asset management practices beyond their current scope.

The purpose of this RFP is to select the most qualified consultant or consultant team to assist the City's team, with the development of an Asset Management Program. The City expects the selected consultant to work with City employees to develop a functional Asset Management Program that will assist the City in its future endeavors. All deliverables should follow the Institute of Asset Management (IAM) and International Organization for Standardization (ISO) 55000 Series process, procedures and guidelines to the extent possible.

Proposals will be received until 2:00 P.M. ET, March 10, 2026. The deadline for questions is 2:00 p.m., February 25, 2026.
