3 SCOPE OF WORK
The City of Hot Springs, Arkansas, on behalf of the Public Works Department, is accepting bids as described in the
scope of work to provide labor materials, equipment for construction of a 2,505 sq ft wood framed building for work
areas and offices for Stormwater Division. The construction consists of a slab on grade with continuous spread
footings and wood stud/gwb partitions. Ceilings in the office areas are 2’x2’ suspended acoustical. Floor system in
the entire building is polished concrete. HVAC system is a series of mini-splits. The building will have a natural gas
powered generator. The attached specifications describe the minimum requirements for this project on
Attachment Tab.
The materials, products and equipment described in the bidding Documents establish a standard of required
function, dimensions, appearance and quality to be met by any proposed substitution. No substitution will be
considered prior to receipt of bids unless written request for approval has been received by the Architect at least
ten (10) days prior to the date for receipt of bids. The burden of proof of the m merit of any proposed subtraction is
upon the prosper, and any other changes to the materials, equipment or other Work that is affected by such
substitution is the responsibility of the proposers. The Architect's decision of approval or disapproval of a proposed
substitution shall be final. The City reserves the right to review the manufacturer’s specifications and to choose the
materials deemed to be in the City’s best interest. The equipment shall comply with all state and federal safety
requirements.
The City of Hot Springs reserves the right to award the sections that are within the budget available for the project.
Any deviations to these specifications shall be explained.

5 STATEMENT OF REQUIREMENTS
The following requirements from the Bidder will be shown below on "Certificates Required" and "Additional
Requirements."
6 Certificates Required
Certificates for coverages and items below shall be submitted by the Bidder with the bid forms. If nothing listed
below, no insurance requirements apply.
7 General Liability (Minimum Amount) $1,000,000
Bidder is required to submit the certificate in the response attachments.
8 Product Liability (Minimum Amount)
Completed Operations and Products Liability shall be maintained for two (2) years after final payment.

9 Vehicle Liability (Minimum Amount)
Automobile Liability $100,000 each person; $250,000 bodily injury each accident; and $100,000 property damage
each occurrence. Policy shall be
comprehensive form including owned, hired, and non-owned vehicles. Umbrella Liability with a combined single limit
of $5,000,000.

0 Employer's Liability $100,000 without restriction as to whether covered by Workmen's Compensation Law.

2 Every bid submitted on public construction contracts over $35,000 must have a bid bond. The follow guidelines

3 Bidders shall provide the company's Business License information, including the City, State, and Business License
Number. The successful Bidder may be required to obtain a City of Hot Springs business license. For business
services within the City of Hot Springs, the City will honor business licenses from cities within the State of Arkansas.

1 State of Arkansas Commercial Contractors Licensing
4 Bidder is required to provide their certificate for State of Arkansas Commercial Contractors Licensing with their
