SCOPE OF SERVICES

The CONSULTANT shall provide services on an as-needed, per task basis including:

  1. review and update of the City’s existing residential tier structure.
  2. review and update of the existing stormwater assessment fee structure including the ESU square footage and the residential tier structure.
  3. development of new assessment structures using the most up-to-date technologies such as artificial intelligence etc. to more accurately determine impervious square footage per parcel. This will include conducting the work necessary to provide the impervious square footage per parcel.
  4. creation of the annual stormwater assessment roll sufficient to transmit to the Escambia County Tax Collector for collection on the annual property tax bill.
  5. development of any ordinances or resolutions needed to implement any change
  6. on-going assistance to City staff in the maintenance and implementation of the fee including the creation of the tax roll and the development and mailing of any required notices to affected properties.

The CONSULTANT shall ensure the City’s stormwater fee structure is equitable, legally defensible under Florida law, financially sustainable, and consistent with industry best practices.

A sealed proposal with original or electronic signature, an additional five (5) complete
copies, and one (1) complete electronic copy (PDF) on flash drive or CD will be
received on May 12, 2026, 2:30 P.M., Central time, at the following location.

The OUTER PACKAGING of the sealed submittal shall identify the respondent, and
the solicitation title and number (whether hand-delivered, mailed, or via UPS/FedEx or
other courier service). Submittals received after the deadline will not be accepted. Multiple
submittals from the same entity will not be accepted.
Alternatively, electronic responses may be submitted to Demandstar or Central Bidding.
Both sites require registration and varying fees for notifications and document downloads.
Those submittals received will be opened and publicly acknowledged immediately
afterward via Microsoft Teams at the following link*: Microsoft Teams RFP opening.
Specifications will be posted to the City’s website at www.cityofpensacola.com/bids.aspx.
Addenda will be posted to the City’s website. Proposers are responsible for
obtaining addenda and are advised to check the website frequently.

INSTRUCTIONS AND GENERAL SPECIFICATIONS
A. Firms responding to the RFP must be available for formal presentations/interviews
to the Selection Committee.
B. Sealed proposals must be submitted in the proposal format outlined as part of
these Instructions and General Specifications. Proposal documents include at a
minimum:
Proposal response in stated format
Proposal form(s) provided by City
Required City forms
Acknowledgement of addenda
C. Submittals must be typed or printed. All corrections made by the respondent prior
to the opening must be initialed and dated by the respondent. No changes or
corrections will be allowed after submittals are opened.
D. The City of Pensacola is not liable for any costs incurred by any interested party in
responding to this RFP.
E. Responses become public records upon submission, subject to Florida’s Public
Records Law.
F. The City reserves the right to reject any or all proposals, waive minor informalities,
and request additional information.
G. Notwithstanding anything else stated herein, the City reserves the right to modify

the proposal documents, including the Agreement, by issuing addenda to be
posted on the City’s website.
H. These instructions, specifications, and statements accompanying the proposal, the
proposal itself, and any addendum issued, shall be included in the Agreement that
will be entered into for this service.
I. By responding to this solicitation, each Respondent warrants that it has not and
will not employ or retain any company or person, other than a bona fide employee
working solely for the firm, to solicit or secure an agreement pursuant to this
solicitation and that it has not and will not pay or agree to pay any person,
company, corporation, individual or firm, other than a bona fide employee working
solely for the firm, any fee, commission, percentage, gift, or other consideration
contingent upon or resulting from the award or making of an agreement.
BACKGROUND AND PURPOSE
I. Overview
The City of Pensacola, Florida originally assessed a stormwater assessment fee
beginning in 2012. The intent of the assessment is to raise funding to support the City’s
stormwater program which includes street sweeping and the maintenance and upkeep of
all City stormwater infrastructure. The current rate is based on an equivalent stormwater
unit (ESU) of 2,998 square feet. The rate is then assessed on both commercial and
residential parcels. The commercial rate is based on the square footage of the primary
improvements divided by the ESU. The residential rate is based on the square footage of
the dwelling units broken into tiers as shown below.

The City uses the Property Appraiser’s tax roll as its basis of data including parcel
delineation and determination of square footage.
The City of Pensacola (“CITY”) is seeking proposals from qualified consulting firms
(“CONSULTANT”) to assist with review of the existing stormwater assessment and the
creation and implementation of any adopted changes.

II. DELIVERABLES
Task 1 Development of new residential tiers before June 1st.
Task 2 - Written study updating (if necessary) the equivalent stormwater unit
based on the City’s current parcels
Task 3 Written method of new assessment method along with the parcel-by-
parcel analysis of each property in the City using updated technologies sufficient
to develop the annual stormwater assessment roll.
Task 4 Development of the annual stormwater assessment roll legally sufficient
to transmit to the Tax Collector for collection on the annual property tax bill.
Task 5 Written enabling ordinance/resolution needed to implement the
assessment.
III. MINIMUM QUALIFICATIONS
Experience with stormwater utilities in Florida or similar jurisdictions
Knowledge of special assessment law
Experience with rate modeling and GIS analysis
Demonstrated public engagement experience
IV. INSURANCE REQUIREMENTS
Before starting and until termination of work for, or on behalf of, the CITY, the
CONSULTANT and any/all subconsultants shall procure and maintain insurance of
the types and to the limits specified below.
