INTRODUCTION
Overview and Background
The City of Tracy (City) is requesting proposals from qualified Proposers to perform a
comprehensive storm water/drainage rate study (Study). The purpose of the Study is to
prepare a cost of service study, develop an appropriate rate structure, and recommend
rates for the City that generate adequate revenue to cover operations, and maintenance
costs based on industry best practices, capital repair and replacement costs, major
Capital Improvement project costs to address system deficiencies and compliance
mandates such as the construction of trash capture systems, establish a reserve fund,
and to perform the necessary studies to maintain an efficient and resilient utility. The study
will analyze a 20-year period.
Purpose of Project
The City operates and maintains a citywide storm drainage system with approximately
133 miles of pipe, 10 miles of open channels, 23 detention/retention basins, 5 pump
stations, 2133 maintenance holes and over 4504 drainage inlets/catch basins in five
major watersheds that discharge into the southern Sacramento - San Joaquin Delta. The
Study will establish the minimum rate revenue needed to ensure the ongoing fiscal
requirements of the utility. The City has identified needed drainage system improvements
including upgrades to pump stations and pump replacement, drainage inlet repairs,
needed enhanced maintenance and renovation of landscaped portions of the system,
and channel silt and vegetation management as well as State mandated compliance
measures for full trash capture systems. The City is currently completing a Citywide
Drainage Master Plan Update that includes probable costs of capacity improvement
projects related to growth and unrelated to growth. The City does not have a
comprehensive asset replacement plan or capital enhancement plan. The rate
recommendations from the Study should include the costs associated with completing
those studies.

Proposal must be delivered to the Public Works Department located at 520 Tracy
Boulevard, Tracy CA, 95376 by 10:00 a.m. on November 10, 2021 in a sealed envelope
(no emails) plainly marked on the outside with a return address and the below information
plainly
visible:

Any proposals received after this time will be returned to the Proposer unopened.
FORMAT PROPOSALS
All submittals shall be typed. The Proposer shall include with its submission all required
documentation in a clear and organized format. Five hard copies of the proposal must be
provided with one identified as ‘Original’ and an additional version shall be on a USB stick.
PROPOSAL REQUIREMENTS
Proposers interested in submitting a proposal for this project should respond to this RFP
with a written proposal providing all the information requested. The proposal will be
considered responsive if all of the items listed under the Proposal Requirements are
included.
The proposal shall use a minimum 12-point font size. Submit one (1) electronic copy (on
a USB drive) plus five (5) hard copies.
The City will not pay for any costs incurred in preparation and submission of the
proposals, or in anticipation of a contract.
Cover Letter of Interest
Please submit a Cover Letter of Interest signed by a duly authorized officer or
representative of the Proposer. The Letter of Interest must also include the following
information:
The consultant's name, the corporate office and local address, including City,
State, zip code, and phone number, in addition to the proposal contact person’s
address, phone number, and e-mail address.

A brief summary of the qualifications of the Proposer and team.
Description of organization (i.e. Corporation, Limited Liability Company, or Joint
Venture).
Proposer submitting proposals in response to this RFP must disclose any actual,
apparent, direct or indirect, or potential conflicts of interest that may exist with respect to
the Proposer, management, or employees of the Proposer or other persons relative to
the services to be awarded pursuant to this RFP. If a Proposer has no conflicts of interest,
a statement to that effect shall be included in the cover letter.
Proposal Content
1. Project Team Description and Qualifications
The team members should be experienced with: storm water/drainage rate
studies, rate modeling, urban storm water systems, familiarity with storm
water/drainage rates in other communities in the Central Valley of California, rate
structure and design analysis, capital project and financial planning, collaborative
experience with City Councils and community involvement processes, public
noticing requirements, and outreach approaches and materials that enhance
customer understanding of rate policy choices.
