The Plans and Specifications (Bid Documents) may be seen at the office of the County of Napa Department
of Public Works, 1195 Third Street, Suite 101, Napa, California. The Bid Documents are available on
7/10/19 and must be obtained at said office by prospective bidders, for a fee of ten dollars ($10) per CD,
which fee is not refundable. The contractor shall possess a Class “A” license at the time the contract is
awarded (who are licensed by the State of California for the type of work involved).
Bid results of the three apparent low bidders with their subcontractor’s list will be on Napa County’s
website at https://www.countyofnapa.org/1607/Current-Projects the following day after the bids are
publicly opened and read.

addendums.
1. LOCATION
2. DESCRIPTION OF WORK
A. MT VEEDER ROAD MPM 4.75
The 2017 storm events have caused a lateral movement of the slope and damaged approximately 330
lineal-feet of paved roadway surface with varying amounts of horizontal and vertical displacement.
The proposed repair to the slide is approximately 221 foot-long concrete grade beam wall supported
by 18” concrete CIDH (cast–in-place-drilled-hole) piles. The grade beam wall depth is 4’. The
piles depth is approximately 8’. There are approximately 30 lineal-feet of roadway payment

rehabilitation (grinding and re-surfacing existing pavement) and 232 lineal-feet of roadway payment
re-construction (removing old asphalt/aggregate base and replacing with new asphalt/aggregate base).
The Engineer’s Estimate for Mt. Veeder MPM 4.75: $392,000
B. DRY CREEK ROAD MPM 7.51
The damaged roadway shoulder and bank failure at Dry Creek Road MPM 7.51 were caused by the
January 2017 storms in Napa County. The failure occurred on the down slope (southwest) side of the
roadway, where approximately 180 feet of the paved roadway, unpaved shoulder and embankment
have lost lateral support. The slope where the failure occurred is very steep at an inclination of 1:1 or
greater and extends about 50 feet down to the creek channel. Various tension cracks on the pavement
were also observed.
The proposed repair to the slide is approximately 200 foot-long concrete grade beam wall supported
by 18” concrete CIDH (cast–in-place-drilled-hole) piles. The grade beam wall depth is 4’. The piles
depth is approximately 15’. There are approximately 80 linear feet of roadway payment rehabilitation
(grinding and re-surfacing existing pavement) and 200 lineal-feet of roadway payment re-construction
(removing old asphalt/aggregate base and replacing with new asphalt/aggregate base).
The Engineer’s Estimate for Dry Creek Road MPM 7.51: $395,000
C. DRY CREEK ROAD MPM 7.75
The damaged roadway shoulder and bank failure at Dry Creek Road (MPM 7.75) were caused by the
February 2017 storms in Napa County. The failure occurred on the down slope (southwest) side of the
roadway, where approximately 120 feet of the paved road, unpaved shoulder and embankment have

greater and extends about 75 feet down to the creek channel. Various tension cracks on the pavement

The proposed repair to the slide is approximately 120 foot-long concrete grade beam wall supported
by 18” concrete CIDH (cast–in-place-drilled-hole) piles. The grade beam wall depth is 4’. The piles
depth is approximately 20’. There are approximately 80 linear feet of roadway payment rehabilitation
(grinding and re-surfacing existing pavement) and 117 lineal-feet of roadway payment re-construction
(removing old asphalt/aggregate base and replacing with new asphalt/aggregate base).
The Engineer’s Estimate for Dry Creek Road MPM 7.75: $360,000
D. DRY CREEK ROAD MPM 10.5
Dry Creek Road MPM 10.5 was damaged from the 2017 storms that occurred in Napa County. The
intense rainfall saturated the roadway causing embankment failure and roadway damage on the
westbound lane of Dry Creek Road. The bank failure is approximately 60 feet long, 20 wide and 20
feet deep. The damaged pavement is approximately 100 feet long by 30 feet wide.
The proposed repair to the slide is approximately 173 foot-long concrete grade beam wall supported
by 24” concrete CIDH (cast–in-place-drilled-hole) piles. The grade beam wall depth varies from 4’
to 6’. The piles depth is approximately 20’. There are approximately 80 linear feet of roadway
payment rehabilitation (grinding and re-surfacing existing pavement) and 175 lineal-feet of roadway

payment re-construction (removing old asphalt/aggregate base and replacing with new
asphalt/aggregate base).
The Engineer’s Estimate for Dry Creek Road MPM 10.5: $423,000
The work for Mt Veeder MPM 4.75 and Dry Creek Road MPM 7.51, 7.75, and 10.5 generally
consists of:
Mobilization
Staging Area Setup
Implementation on Erosion and Sediment Control Best Management Practices (BMP)
Construction Area Signs per CAMUTCD standards and Special Provisions
Temporary Traffic Control per CAMUTCD standards and Special Provisions
Clearing and grubbing that includes tree trimming and removal (as shown on the plans)
Roadway excavation and grading, backfill, and asphalt pavement
Grade beam wall over concrete CIDH piles
Utility coordination will be required
Crane height restriction applies due to existing overhead utilities. Contractor shall review the site
constraint for overhead utilities and pole and determine appropriate crane equipment
requirements.
Auxiliary work shown on the plans and as directed by engineer.
All construction activities including any temporary staging shall occur within County right-of-
way unless directed otherwise by the engineer.

3. ACCESS AND CONSTRUCTION STAGING AREA
Proposed construction staging area is within the County right-of-way on paved road and unpaved
shoulders at the project site.
4. COORDINATION
Contractor shall coordinate and sequence work and include in the schedule for work performed by
County team and others including:
Inspections by county and county’s construction management, inspection and testing team,
regulatory agencies, etc.
Quality Assurance Team performing Survey Verification, QSD Inspections, Geotechnical
Observations, Special Inspections, Material Testing, Source Inspection, etc.
Environmental survey and monitoring by county’s environmental consultant.
PG&E and ATT, etc., coordination if necessary
Activities performed by adjacent property owners.
All other coordination that may arise during the duration of the project
5. REGULATORY REQUIREMENTS AND PERMITS
A. CEQA Requirement:
1. The County has filed for a Notice of Exemption (NOE)

6. TENTATIVE SCHEDULE
The construction is anticipated to begin in September of 2019 and to be completed in 120 working
days.

7. FUNDING
The project is funded by Federal Emergency Management Agency (FEMA), California Governor Office
of Emergency Services (Cal OES), local funds and is subject to DBE requirements per Attachment D1
and D2. The DBE goal is 12%. Bid shall be valid for 60 days from bid opening.
8. PREVAILING WAGES
Both State and Federal prevailing wage requirements apply to this contract. This is a federal-aid
construction contract and the Davis Bacon Act and related provisions apply. The requirements are
incorporated in the FEMA Special Provisions of the bid documents. Where there is a conflict in the
State and Federal prevailing wage rates, the higher of the two rates applies. The contractor shall
ascertain which prevailing wage rate apply. Changes to the federal wage rates within ten days prior
to bid opening will apply to this contract and will be become a part of the final contract.
Attention is directed to Section 7-1.02K, "Labor Code," of the Standard Specifications and these
Special provisions.
In accordance with the provisions of Section 1774 of the Labor Code, the County has ascertained from
the Director of Industrial Relations the general prevailing rate of wages (which rate includes employer
payments for health and welfare, pension, vacation and similar purposes) is applicable to the work to be
done under this Contract.
The general prevailing wage rates and any applicable changes to these wage rates are available:
1. At the Department's Labor Compliance Office of the district in which the work is located
2. From the Department of Industrial Relations' Web site http://www.wdol.gov/dba.aspx
Changes in general prevailing wage determinations apply to the Contract when the Director of
Industrial Relations has issued them at least 10 days before advertisement. (Labor Code § 1773.6 and
8 CA Code of Regs 16204)
9. BID SUBMITTAL REQUIREMENTS INCLUDE:

Contractor shall possess a Class A License at the time of contract award.
The proposal form includes Base Bid. Bids are required for the entire work called for by the Plans and
Specifications, and neither partial nor contingent bids will be considered.
The proposal forms include Base Bids for Mt. Veeder Road MPM 4.75, Dry Creek Road MPM 7.51,
7.75, and 10.5. Bids are required for the entire work. In order to maximize construction within the
funding available to the County, the following procedure will be used: The lowest bid shall be
determined in a manner that benefits the County and brings the extents of the project to or below the
budget amount the County can spend on this project. The award of contract, if awarded, shall be based on
budget requirements and shall be made to the lowest responsible, responsive bidder. The lowest bid shall
be the lowest of the bid prices for the combined Total Base Bid for the four above referenced projects.
No bid will be considered unless it is made on the blank PROPOSAL FORM included in the Bid
Documents and is made in accordance with the provisions of the proposal requirements and conditions
set forth under Section 2 of the Standard Specifications of the State California, Department of
Transportation, dated 2015, except as modified in the Special Provisions.
A bid guaranty in the amount of 10% of the total bid shall accompany the bid. The successful bidder
shall be required to furnish a Performance Bond in an amount equal to 100% of the contract price and a
Labor and Material Bond in an amount equal to 100% of the contract price with good and sufficient
surety.
In accordance with the provisions of Section 1774 of the Labor Code of California, the prevailing wage
rates for classifications of Labor to be employed in the work have been determined by the Board of
Supervisors of Napa County and incorporated by reference in the Special Provisions of the Bid
Documents.
Proposals shall be submitted under sealed cover plainly marked as a proposal, and identifying the
project to which the proposal relates and the date of the bid opening therefore. Proposals which are
not properly marked will be rejected. Proposals will be submitted to Napa County Clerk of the Board of
Supervisors, 1195 Third Street, Room 310, Napa, CA 94559, by 3:30 PM on August 8, 2019. (No bids
will be accepted after this time), after which they will be publicly opened and read.
A mandatory pre-bid site visit at Mt. Veeder Road MPM 4.75 (near 3132 Mt. Veeder Road, Napa,
CA) at 10:30 AM on July 22, 2019. Attending and signing in for the site visit is mandatory. Agents
for any contractor must sign in and state the name of the contractor they represent on the sign in
sheet. Any contractor failing to have an agent sign in and list the contractor’s name on the sign in
sheet will be disqualified from the bidding process.
