New Castle County is seeking sealed bids for STONEY CREEK PUMP, Bid #24-2419
Bidders are asked to submit sealed bids to New Castle County Purchasing Division, New Castle
County Government Center, 87 Reads Way, New Castle, DE 19720. Bids must be received by
2:00 p.m. on Wednesday, January 3, 2024 and must be provided within a sealed envelope.
Questions concerning the project should be submitted in writing via email to Robin Allen,
Senior Procurement Agent, at robin.allen@newcastlede.gov by Noon on December 26, 2023.
INSTRUCTIONS FOR BID SUBMISSION
Sealed envelopes must clearly display Bid# 24-2419, STONEY CREEK PUMP in the lower left
quadrant on the front.
Facsimile transmissions of bids are unacceptable and will be rejected without any notice to the
bidding vendor.
Bidders are responsible to retrieve the bid specifications and all addendums from the New
Castle County Purchasing website at www.newcastlede.gov/Bids.aspx.
Pursuant to New Castle County Code and Delaware Law, each bidder must submit proof
satisfactory to the County or its designated representative that the bidder and every
subcontractor possesses valid and effective licenses required by the United States, State of
Delaware, County and any applicable political subdivision in which the project is located to do
business within each such jurisdiction and to perform the labor and/or supply the materials
involved in the performance of the contract. No contract will be executed prior to the
submission of such proof and the acceptance thereof by the County or its designated
representative.
Awards, if any, will be made in conjunction with the Delaware Code, Subchapter 2, Chapter 69,
Title 29, and the New Castle County Code.

SUMMARY OF PURCHASING REQUEST
SCOPE
Furnish and provide quantity one (1) wastewater pump for Stoney Creek Pump Station, and
spare parts as specified herein.
QUALITY ASSURANCE AND WARRANTY
The Stoney Creek Pump shall be manufactured by an established pump manufacturer with at
least 10 years of experience building and assembling wastewater pumps. Experience list with
references may be required.
The manufacturer shall have an established quality control program. The manufacturer’s
quality control program shall include comprehensive inspection, testing and performance
requirements to provide a complete and fully functional pump assembly.
The manufacturer shall warrant all equipment to be of highest quality construction, free of
defects in material and workmanship. A written warranty shall include specific details described
below.
- All equipment, apparatus, and parts furnished shall be warranted for three (3) years. The
manufacturer shall be solely responsible for warranty. Warranty shall start on the date of
successful field start-up of the Stoney Creek Pump.
- Components failing to perform as specified, or as represented by the manufacturer, or as
proven defective in service during the warranty period, shall be replaced, repaired, or
satisfactorily modified by the manufacturer without cost of parts or labor to New Castle
County
MANUFACTURER'S INSPECTION AND START-UP
The Stoney Creek Pump manufacturer's qualified field representative shall be required to be
onsite to perform all initial start-up operations as required to determine satisfactory operation.
The startup procedure shall be witnessed by New Castle County personnel and documented by
the Pump Manufacturer’s field representative.
The Stoney Creek Pump Manufacturer shall furnish a signed start up report, certifying the
Stoney Creek Pump has been installed in a complete and satisfactory manner and it is
performing in accordance with the design.

Field inspection and start-up costs shall be included in the bid price for the pump.
BID INSTRUCTIONS
All proposals shall be evaluated based on the lump sum pricing provided. New Castle County
shall be the sole and final judge of the acceptability of proposed equipment and materials.
STONEY CREEK PUMP DESIGN CRITERIA
1.0 Work Included
Furnish and supply one (1) vertical, dry pit, extended drive shaft sewage pump complete
with spare parts, accessories, and all appurtenances complete in all respects and ready to
operate, as specified herein.
2.0 General Requirements
A. Equipment
1. The pump and spare parts shall be the product of a single manufacturer. Pumps
shall be made in North America.
2. The equipment covered by these Specifications is intended to be standard
pumping equipment as manufactured by reputable manufacturer having long
experience in the design and manufacture of such pumping equipment. The
equipment furnished shall be designed, constructed, and assembled in conformity
with the best practices and methods. These Specifications call attention to certain
features, but do not purport to cover all details entering into the manufacture of
the pumping unit.
3. All parts shall be so designed and proportioned as to have liberal strength,
stability, and stiffness, and to be specially adapted for the work to be done.
4. Pump shall be designed to perform satisfactorily with a long service life when
operated whether continuously or intermittently in unscreened raw sewage,
sludge, water, or other applicable service.
5. Alignment and tolerances shall be carefully checked by the manufacturer. The
alignment and proper operation of pump shall be the responsibility of the pump
manufacturer.

B. Data to be Submitted
The manufacturer shall furnish three (3) copies of lubricating instructions, shop prints,
instruction manuals, including repair parts list, assembly drawings, and wiring
diagrams. Operation and maintenance manuals include the above-required
information in addition to troubleshooting guides and serial numbers.
An exploded view drawing of the pump shall identify all components. Third party
components such as bearings and seals shall include the original equipment
manufacturer’s model and part number.
C. Data Plates
All data plates shall be of stainless steel and suitably attached to all pumping
equipment. Data plates shall contain the manufacturer’s name, pump size, type,
serial number, speed, impeller diameter, frame and bearing numbers.
D. Testing
The pump and appurtenant equipment furnished shall be fully assembled and factory
tested at the manufacturer’s facility to establish proper operation. Note that all
pumping equipment shall satisfactorily pass field tests before acceptance of the
equipment.
E. Special Tools
All special tools necessary for the maintenance and operation of the pumps shall be
furnished with the pumps. The pump shall be provided with an individual set of
special tools.
F. Spare Parts
Spare parts shall be furnished in accordance as hereinafter described.
G. Painting
The pump shall be factory painted. Exterior surface preparation shall meet or exceed
SSPC-SP6 Commercial Blast Cleaning requirements

Coating system shall be a high quality corrosion and abrasion resistant, industrial duty,
epoxy coating system primer and finish coating, producing a high build, high gloss
coating.
3.0 Raw Sewage Pumps
A. General
Pump construction shall be a vertical, bottom suction, solids handling centrifugal
pump complete (without motor and extended drive shaft). The pump shall be
designed to pump unscreened raw sewage containing solids and stringy material
without clogging and shall operate at stepless variable speed from 65% to 100% full
speed without excessive vibration or noise.
B. Pump Construction
1) Casing: Pump casing shall be of the one-piece volute type with an integral
discharge nozzle. Twin or double volute casings will not be accepted. The casing
shall be made of close-grained cast iron conforming to ASTM A278 Class 30
nominal .75” thickness and ribbed to provide accurate alignment and prevent
excessive deflection. The casing shall be designed to permit the removal of the
rotating assembly without disturbing the suction or discharge connections and
provided with a large handhole to permit inspection and cleaning of the pump
interior. The handhole cover shall be bolted, and its inner contour shall match the
contour of the casing. Three lifting eyes minimum shall be furnished to facilitate
handling. Each casing shall be hydrostatically tested to 200 psi minimum and
provided with vent, drain, and gauge connections.
2) Suction Head: Suctions heads shall be provided as part of the pumps, of the same
material as the casing, designed to provide equal flow distribution to the impeller
eye. Suction head shall be provided with minimum 6” diameter handhole to
permit inspection and cleaning. The handhole cover shall be bolted, and its inner
contour shall match the contour of the interior. Bottom of suction head shall
provide a 12” ANSI 125 pound bolt circle.
