Project Description

The Steven M. Clouse Water Recycling Center (WRC), located in southeast San Antonio, is the largest of the three SAWS wastewater treatment plants and is the centralized location for handling the biosolids generated at the treatment plants.

This project will address the capacity gaps for the biosolids screening, thickening, and dewatering processes at the Steven M. Clouse WRC based on biosolids projections through 2050; replace existing equipment at the end of its useful life; prevent or mitigate higher biosolids cake management costs; and better position SAWS for possible future Class A biosolids production. The project will construct a new consolidated biosolids building that will house new biosolids screen presses, thickening, and dewatering equipment to address condition- and capacity-related needs as well as reduce the operational complexity of the existing biosolids handling system.

When Will Work Occur?

  • Construction solicitation is anticipated in the 3rd Quarter of 2026.
  • Construction is anticipated to start in the 4th Quarter of 2026.
  • Estimated construction duration is 3 years.
  • Estimated construction budget is >$100M.

What to Expect:

  • A new centralized biosolids building with new solids screen presses, thickening, and dewatering equipment sized to process current and projected 2050 biosolids loads
  • New cake storage silos
  • A new biosolids laboratory with office and storage spaces, a new parking lot, roads, and sidewalks
  • Demolition of the current belt filter press pavilion
  • Adequate levels of system automation, controls, and instrumentation to optimize plant operation and performance
  • Associated site/civil, mechanical, structural, architectural, electrical and instrumentation and controls work
