INTRODUCTION
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-05, effective August 07, 2025.
This acquisition is set-aside for small business.
DESCRIPTION
The US Geological Survey, Western Fisheries Research Center (WFRC), requires stereomicroscopes and an accessory camera adapter as described in the attached Salient Characteristics.
RELEVANT INFORMATION
The North American Industry Classification System (NAICS) code 334516 Analytical Laboratory and Instrument Manufacturing and associated size standard 1,000 applies to this announcement, along with Product Service Code 6650 Optical Instruments, Test Equipment, Components and Accessories.

SUBMISSION OF QUOTES
Quotes shall only be accepted through electronic mail addressed to eadam@usgs.gov. All quote documents required by this solicitation must be uploaded and received in their entirety no later than Thursday, September 4, 2025, at 12:00pm.
To be considered for award, all sellers must be manufacturers/Federally authorized distributors of the equipment/services they are offering with a demonstrated capability of delivering the entire order within the time frames specified in the award. Quotes must be submitted FOB Destination shipping to Seattle, WA, 98115.
EVALUATION OF QUOTES
Offerors are to include a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation as seen in the Evaluation Factors/Salient Characteristics (see Attachment). This may include product literature, references, or other documents, if necessary.
Evaluation factors are: Technical Specifications, Price, Past Performance.
MUST NOTE COUNTRY OF MANUFACTURE OF ITEMS IN QUOTE.
This acquisition is subject to the Buy American Act.
Estimated Delivery Date: 30 days after award.
Offerors shall return the following:
Signed SF-18
- Firm, fixed price quote. Quote shall show provide sufficient detail for evaluation and clearly identify all requirements that can and cannot be met.
- Country of manufacture of all items in quote
- System for Award Management (SAM) Unique Identification Entity (UEI)
Failure to provide the aforementioned information will result in removal from consideration.
