Statewide Bridge Preservation Structural Scoping and Design Services
The Washington State Department of Transportation (WSDOT) solicits interest from consultants who
wish to be evaluated and considered to provide Statewide Bridge Preservation Structural Scoping and
Design Services. One (1) agreement may be awarded. The agreement will be approximately 4 years in
duration. The agreement amount will be approximately $10,000,000.00 with the option for WSDOT to
supplement it for additional time and money. The agreement type will be Task Order Negotiated Hourly
Rate.
I. Overview
WSDOT is initiating a two-step qualifications-based selection process for consultant services related to
Bridge and Structures - Preservation Structural Scoping and Design Services.
Step 1 "Request for Qualification" (RFQ) invites interested consultants to submit a Statement of
Qualifications (SOQ). Based on those SOQs, up to three firms will be shortlisted.
Step 2 involves inviting those shortlisted firms to submit a detailed Request for Proposal (RFP),
followed by interviews. Final selection will be based on proposal and interview scores combined.
WSDOT reserves the right to amend terms of this solicitation to circulate various addenda, or to
withdraw the solicitation at any time, regardless of how much time and effort consultants have spent on
their responses.
II. Project Description
Bridge and Structures requires consultant engineering services to support the development and delivery
of bridge preservation projects statewide. Preservation projects maintain, rehabilitate, repair, or extend
the service life of existing bridge assets identified through bridge inspections, asset-management
programs, regional priorities, and other preservation initiatives.
Services will be authorized through individual Task Orders and may include structural preservation
scoping, evaluation of existing bridge information, structural analysis and design, load rating, plans,
specifications, estimates, constructability evaluation, construction engineering support, statewide
preservation technical review and coordination, and related or specialty services when specifically
authorized. WSDOT retains responsibility for agency decisions, approvals, program direction, and
acceptance of Consultant recommendations.
Task Orders may be issued throughout the approximately four-year agreement period. Each Task Order
will define the specific assignment, technical requirements, deliverables, staffing, schedule, budget,
applicable standards, and required professional licenses or certifications. WSDOT does not guarantee a
minimum number, value, or duration of Task Orders. Use 23 CFR 172.7(a)(1)(ii)(A) as guide.
