STATEMENT OF QUALIFICATIONS (SOQ)
TO ESTABLISH A FILE OF QUALIFIED DESIGN PROFESSIONALS AND PREQUALIFY ARCHITECTURAL/ENGINEERING SERVICES FOR ASHTABULA COUNTY
The Ashtabula County Board of Commissioners is requesting professional architectural/engineering (A/E) services in accordance with Ohio Revised Code (ORC) 153.68. Statements of Qualifications (SOQ) will be received by the Ashtabula County Board of Commissioners, Attn: Lisa Hawkins, Clerk of the Board, 25 W. Jefferson St., Jefferson, OH 44047, until 2:00 p.m. on Friday, June 12, 2026, for the purpose of providing architectural, engineering, and planning services on an “as needed” basis.
The Board of Commissioners of Ashtabula County requests that architects/engineers submit a current Statement of Qualifications annually. These services are of a professional and noncompetitive nature. The Board of Commissioners reserves the right to place any subsequently received SOQ on file and, at its discretion, prequalify the firm at a later date.
Consultants will be selected and prequalified to provide services on an “as needed” basis for the following general areas:

Architectural and engineering planning services for prospective projects and programs of Ashtabula County. These services may include conceptual planning, feasibility studies, and facility plans for the renovation and/or construction of County facilities.

Architectural and engineering services for detailed design; preparation of construction contract documents; estimation of construction costs; and construction administration for proposed building projects.

Mechanical and/or electrical design related to equipment installation or modification within a facility. These services may include preparation of detailed plans, specifications, material lists, schematic drawings, and process design memorandums.
Submittals shall comply with the standards set forth in the Statement of Qualifications for Architectural/Engineering Services (SOQ), available for download from the Ashtabula County website at www.ashtabulacounty.us/bids by selecting the appropriate SOQ link.
A selection committee will review submitted Statements of Qualifications to determine the firm(s) most qualified to meet the needs of Ashtabula County. The determination of the selection committee shall be final and not subject to appeal.
