The City of Gallup, New Mexico is requesting competitive sealed proposals from qualified and experienced firms or individuals to provide professional state legislative lobbying, government relations, and advocacy services.
The selected Offeror will serve as the City's primary representative before the New Mexico Legislature, Executive Branch, and state agencies, advocating for the City's legislative priorities, pursuing state funding opportunities, including Capital Outlay appropriations, monitoring and influencing legislation that may affect municipal operations, and fostering productive relationships with state officials and policymakers. The City's objective is to secure experienced representation that will effectively advance its strategic initiatives, protect its interests, strengthen state partnerships, and obtain funding and legislative support for projects and programs that benefit the Gallup community.
Background
As the "Heart of Indian Country" and the seat of McKinley County, the City of Gallup serves as a vital regional center for commerce, healthcare, education, and culture, supporting a diverse tri-cultural community and a significant transient population. The City's unique geographic location and the complex infrastructure, economic, and public safety challenges it faces require strong, strategic, and consistent representation before the New Mexico Legislature and state agencies.
The City is seeking a legislative partner that will actively advocate for its priorities, including, but not limited to:
- Municipal Workforce Capacity & Regulatory Relief: Pursuing legislative and regulatory solutions that address challenges faced by smaller municipalities, including statutory requirements related to maintaining a local Chief Building Official (CCB/CBO) and other workforce capacity issues.
- Public Safety & Legislative Reform: Advocating for legislative initiatives, policy changes, and targeted funding to address the impacts of crime, behavioral health needs, homelessness, and the unique public safety challenges associated with serving a large regional and transient population.
- Core Infrastructure & Capital Outlay: Securing state funding for critical infrastructure projects, including municipal facilities, water and wastewater systems, transportation improvements, utility infrastructure, and other capital projects essential to the City's long-term growth and sustainability.
