Standby Professional Environmental Services Request for Qualifications

The New York State Department of Environmental Conservation (Department), Division of Environmental Remediation (DER) is initiating the procurement of long-term standby contracts for professional environmental services related to inactive hazardous waste disposal sites, petroleum contaminated sites and other sites regulated by the Department such as Resource Conservation Recovery Act (RCRA), chemical bulk storage, petroleum bulk storage, low level radioactive waste, Brownfield Cleanup Program, Environmental Restoration Program, and Manufactured Gas Plant sites. Professional environmental services are defined as any action taken to conduct or complete Site Characterization (SC), Remedial Investigation/Feasibility Study (RI/FS), Remedial Design (RD), Remedial Action (RA)/Construction Management, Analytical Quality Assurance/Quality Control Activities (QA/QC), Interim Remedial Measure (IRM)/Emergency Action, Site Management (SM), Citizen Participation (CP) Activities, Health and Safety Plan (HASP) Development, Potentially Responsible Party(PRP) and Third Party Oversight, Soil Vapor Intrusion (SVI) Evaluation, and Training.

There will be multiple contracts awarded. Each contract will be for a term of seven (7) years with two optional one-year extensions. These will be standby contracts with no minimum guarantee of work.

Mandatory Requirements and Eligibility/Qualifications Requirements:

1) All Proposers MUST attend a Mandatory Pre-Proposal Meeting scheduled for March 25, 2025 at 1 p.m., at NYSDEC, 625 Broadway, Room PA 129 A&B, Albany, NY 12233. A maximum of two (2) representatives per Proposer will be permitted to attend. Firms must contact the Department’s Designated Contacts listed below to register attendees prior to the date of the meeting.

2) All Proposals MUST be received by 1 p.m. on April 22, 2025, by the New York State Department of Environmental Conservation, Division of Fiscal Management, Bureau of Expenditure Accounting and Travel Services, 625 Broadway, 10th Floor, Albany, NY 12233-5027, Attn: Justin Lennox.

3) Proposers must meet all of the mandatory requirements as stated in the Request For Qualifications (RFQ).

Pursuant to State Finance Law §§139-j and 139-k, this RFQ includes and imposes certain restrictions on communications between a government entity and an offerer during the procurement process.
