Standard Preapproved Housing Design Plan Program

2026-RFP-010

The City of Kingman, Arizona ("City) is soliciting proposals from qualified firms for

Section 1:
Class 1 (Single-Family Residential Plans) — minimum three (3) preapproved design plans for homes ranging from 860 to 2,000 sq. ft.
Class 4 (Accessory Dwelling Unit / ADU Plans) — minimum three (3) preapproved design plans for ADUs.
Section 2:
Class 2 (Duplex Plans) — minimum three (3) preapproved design plans for duplex homes ranging from 400 to 1,000 sq. ft. per unit in areas zoned single-family residential that permit duplexes.

Ownership and Future Revisions

Upon final payment, all plans and related work products developed under this contract shall become the sole property of the City of Kingman. The City shall retain unrestricted rights to use, reproduce, and distribute the plans. The selected Consultant shall agree to provide future plan revisions and updates under terms established in the final contract.
The contract term will be one (1) year . Pr oposals are due by 2:30 pm , Arizona time, on Monday, August 24, 2026 . The City may reject any proposal not in compliance with all of the prescribed solicitation procedures and requirements contained herein. The City also reserves the right to reject any proposal when cancellation is in the best interest of the City.

Qualified firms must have the ability to to create plans that are buildable and permit-ready, which as a practical matter means they need to be prepared or stamped by an Arizona-licensed architect or engineer. The plans must comply with any statute of the State of Arizona or any code or ordinance adopted by the City of Kingman. These include but are not limited to the Kingman Code, the Kingman Zoning Code, the adopted Fire Codes, adopted Building Codes to include the adopted amendments, adopted Housing Codes, and similar codes or any provision of any state statute or code or ordinance adopted by the City of Kingman
The preparer must have working knowledge of Arizona municipal development standards.

Proposers wishing to submit questions regarding this RFP must do so by 12:00 pm , Arizona time, on Monday, August 10, 2026 . Questions must be submitted through the procurement portal.

Proposals must be submitted through the OpenGov procurement portal.

Proposals must be submitted by 2:30 pm on Monday, August 24, 2026 . The City may reject any proposal not in compliance with all of the prescribed solicitation procedures and requirements contained herein. The City also reserves the right to reject any proposal when cancellation is in the best interest of the City.

Mailed, faxed, hand-delivered, and e-mailed proposals will not be accepted. Mailed proposals will be disposed of, unopened, and will not be returned to the Proposer.

The City of Kingman is a municipal governmental entity providing a full range of utility services, including water, wastewater, and solid waste. The City of Kingman also provides police and fire protection services, planning and zoning, building and life safety, tourism, economic development, municipal court, public transit, airport, recreation, golf, parks, pools, street maintenance, and various administrative support services.

The City of Kingman operates under a Council-Manager form of government, led by an elected seven-member Council. The Council consists of the Mayor, Vice Mayor, and five Councilors. The Mayor and Council are elected by a city-wide election. The Council appoints the City Manager, who is the Chief Administrative Officer of the City. The Council meets on the 1st and 3rd Tuesdays of each month. The City Council holds the authority to award contracts for formal purchases of $100,000 or greater.
