ADDENDUM No. 2
Invitation to Bid No. PC26-049
St. Andrews Marina Upland Reconstruction
August 19, 2026
The purpose of this Addendum is for the City of Panama City ("City") to provide updated
information to the Invitation to Bid Number PC26-049~St. Andrews Marina Upland
Reconstruction project, and it shall become part of the Contract Documents.
Addendum No. 2 Extends the Bid Due Date and provides updated Specifications,
Plans, and provides Clarification to the Contract Documents and they are amended in
the following particulars:
I. BID DUE DATE
1. The Bid Due Date is hereby extended to September 2, 2026, at 10:00 AM CT.
2. The contractor questions deadline is extended to August 26, 2026, 5:00 PM CT.
II. SPECIFICATIONS
1. REMOVE all SC-00 General Conditions, SC-01 Utilities: Water Main, SC-02
Utilities: Sanitary Sewer, SC-03 Utilities: Electrical, SC-04 Concrete Pavement,
SC-05 Pavement Markings and Signage, SC-06 Sodding, Landscape, and
Irrigation, SC-07 FDOT Aluminum Pedestrian Railing, SC-08 Removal of Existing
Pavement and Sidewalks, and SC-09 Curbing documents in their entirety and
REPLACE with SC-00 General Conditions, SC-01 Utilities: Water Main, SC-02
Utilities: Sanitary Sewer, SC-03 Utilities: Electrical, SC-04 Concrete Pavement,
SC-05 Pavement Markings and Signage, SC-06 Sodding, Landscape, and
Irrigation, SC-07 FDOT Aluminum Pedestrian Railing, SC-08 Removal of Existing
Pavement and Sidewalks, and SC-09 Curbing documents revised for Addendum
No. 2.
III. PLANS
1. REMOVE Plans file name PLANS_SAMP_CIVIL_20260708_PERMIT.pdf in its
entirety and REPLACE with PLANS_SAMP_CIVIL_20260708_PERMIT -
Revised for Addendum No. 2. Plans changes include the following:
A. Sheet No. C0.3 titled Project Phasing Plan was replaced with Sheet No.
C0.3a titled Project Plan Phasing Plan.
B. Phasing was deleted from Sheet No. C1.3 titled Site Utilities Plan.

IV. CLARIFICATION
1. Request for information (RFI): What is the CPP & DPO?
Response: Ignore. These items depict whether an item is competitive pricing or
direct purchase order per the contract.
2. RFI: Are we able to price any of the following scopes or are we required to price
all?
Response: Contractors do not have to bid all work packages to be considered,
but they must provide all the scope itemized in each individual work package to
bid that individual package OR partner with contractor(s) to cover all the work
package scopes.
3. RFI: SC-07 filled out fully?
Response: Yes.
4. RFI: Contractor quote attached with signature?
Response: The bid form is acceptable if furnishing and installing the materials.
Please note if this is a material quote only.
5. RFI: Is bonds/permits required to be filled out for SC-07? This is not typically a
bonded scope of work, or will this be up to RJ Gorman during the
procurement process?
Response: A bid bond will not be required for SC-07. A payment and
performance bond is required for subcontracts greater than $250,000.00.
6. RFI: Do you want us to include addendums in package signed at the bottom
showing we acknowledged?
Response: Yes, acknowledge all addenda.
7. RFI: Per Plan Sheet C1.1 the area(s) identified to receive
sod/landscaping/irrigation and associated notes indicate performance turf sod
and landscaping with a delegated landscape irrigation design. This being the
case please advise and/or provide the landscaping plan associated with this
project.
Response: Irrigation design is by others. Per Landscape Note on Sheet C1.1 -
All curbed islands shall be covered in sod.
8. RFI: Per Plan Sheet C1.1 there is an existing 24,000-gallon fuel storage tank. Are
this tank and associated piping to be removed or do all remain as is?
Response: Assumed to remain in place.
9. RFI: Is original Anchor CEI Plan Sheet C0.3 (indicating the project as 4 phases)
superseded by Plan SheetC1.3 (indicating the project as 2 phases).
Response: There are two phases.

10. RFI: There are two (2) Anchor CEI Plan Sheets in the Plans package identified
as C0.3 and both dated 7/8/26. One is called out as the "project phasing plan"
with four (4) phases which assumed (see earlier question) has been superseded
by Plan Sheet C1.3 which is also dated 7/8/26 and the other C0.3 is identified as
the Stormwater pollution prevention plan (swppp). Which Plan Sheet C0.3 is
correct?
Response: See revised plans. Plan Sheet C0.3a depicts two phases. Plan
Sheet C0.3 is the Stormwater Pollution Prevention Plan. Phasing has been
removed from Plan Sheet C1.3.
11. RFI: Per Addendum No. 1, is it correct to understand per the Project Manager (RJ
Gorman Contracting LLC) and the City of Panama City (City) that the bidding
contractor is to ONLY BID the nine (9) scope packages (SC-01 through SC-
09) outlined on page 3 of 11, Invitation to Bid, Document 00? Please confirm.
Response: Correct.
12. RFI: Per Document 00, provided by the Project Manager (RJ Gorman Contracting
LLC), it appears within the body of Document 00 that the title for the Pavement
Marking and Signage scope is titled Solicitation Package, SC-06 as well as the
title for the Sodding, Landscape and Irrigation scope is ALSO titled SC-
06. However, the Schedule of Value (SOV) sheets are respectively titled SC-05,
Pavement Marking & Signage and SC-06, Sodding, Landscaping, Irrigation.
Response: See revised SC00 General Cond document.
13. RFI: Per Bid Package SC-07 (FDOT Aluminum Pedestrian Railing), Bid Schedule
of Values SC-07 and Plan Sheet C1.1 the FDOT Aluminum Pedestrian Railing is
called out, HOWEVER, Plan Sheet C1.1 only indicates Access Gate locations are
to be coordinated with the owner at the Fueling Area and Dock Areas. No Access
Gate Detail is provided. Please (a) provide an Access Gate Detail for appropriate
pricing and the (b) quantity of Access Gates to be provided/installed.
Response: There will be no access gates.
END OF ADDENDUM NO. 2
Bidders must acknowledge receipt of Addenda in accordance with the Addenda
Acknowledgment in accordance with the listed in Document 00, Solicitation Front End and
General Conditions, 2. General Conditions, Addendum Acknowledgment, and it must be
submitted as part of the bid.
