Title: SS-25-008 Mason Tillman Extension of Term Finalizing DBE Program Goal Setting Study and Overconcentration Analysis

The purpose of this announcement is to express the intent of the Jacksonville Transportation Authority (‘JTA’ or ‘Authority’) to award a Sole Source Contract for continuation of prior work conducted by Mason Tillman to complete the Task 7.30 Disadvantaged Business Enterprise (DBE) Program goal setting study and overconcentration analysis as further detailed in Scope of Services. The JTA is currently undergoing the goal setting process mandated by the US Department of Transportation (DOT). The final document must be submitted to the Federal Transit Administration (FTA) by June 1, 2025.

In 2011, the Jacksonville Transportation Authority ('JTA' or 'Authority'), along with partnering agencies (Jacksonville Electric Authority (JEA), JAXPORT, City of Jacksonville, Jacksonville Aviation Authority) participated in an multi-jurisdictional disparity, where Mason-Tillman Associates (MTA) was the selected vendor. The study took about two (2 )years to complete and with those recommendations from the findings, the JTA was able to begin the transformation of it's Disadvantaged Business Enterprise (DBE) and Small Business Programs. Because of the success of the disparity study for the JTA, an RFP was created for a firm to conduct the FTA Triennial DBE goal setting and Overconcentration Analysis. MTA was the selected vendor and they have conducted the past three (3) DBE goal setting and overconcentration analysis for the JTA.
The principal objective of Task 7.30 of this study will be to determine the availability of Disadvantaged Business Enterprise (DBEs) within JTA's relevant market area that are ready, willing and able to complete for federally assisted contracting awards.
