Purchase of Client Services Network FY2026

Description:

Lee County Human & Veteran Services seeks to execute a single source procurement for the Client Services Network (CSN) software platform by Bell Data Systems, Inc., used for the local Continuum of Care's Homeless Management Information System (HMIS), as well as the department-wide database for client and contract management. The system meets all HUD-required data standards, be customizable, and HVS must have access to the SQL database.

Intended Single Source:
Bell Data Systems Inc.

Justification for Single Source Acquisition:

Bell Data Systems is the only company that can provide the CSN software as it is a proprietary system that has been customized over the past decade to meet the needs of HVS specifically. Any change in vendor would require unnecessary cost and time to advance a new system to match the needs and specifications of the department.

Recommended Procurement Approach:

For the reason(s) stated above, Lee County Procurement Management intends to utilize the Single Source Procurement method to purchase from Bell Data Systems Inc. for the above.
