1. INTRODUCTION/OBJECTIVE

The City of Kalamazoo (City or COK) is seeking a proposal for the development of three sub-plans pertaining to sidewalk safety, corridor lighting, and Metro bus stop safety utilizing the allocated funding from the Safe Streets for All (SS4A) Planning grant. The intent is to provide the City of Kalamazoo with sub-plans that supplement & support the SS4A Safety Action Plan - a roadmap for improving the safety of the roadway for all users. An additional benefit of such plans would be the ability to compete for SS4A implementation dollars to carry out the projects proposed in the plans.

These sub-plans will provide the City specific guidance to meet its Vision Zero and Complete Streets goals. In addition to identifying the location and need of safety improvements, these planning documents would also provide an engagement plan, following the City’s Public Participation Policy & Engagement Toolkit.

Interested consultants should familiarize themselves thoroughly with the most recent SS4A NOFO (Notice Of Funding Opportunity) and City documents and policies, including the 2025 Master Plan, Complete Streets Policy, Street Design Manual, and Public Participation Policy, all of which can be found at imaginekalamazoo.com/plans. Attention should be given to the sections for the Planning and Demonstration Grants. It is imperative all planning work for this effort aligns with the intent and requirements of SS4A.

2. CONTRACT PERIOD AND EXTENSIONS

The contract shall be in effect commencing on Consultant’s receipt of Notice to Proceed from the City and continuing through December 1, 2024. The City may opt to extend the contract upon mutual agreement of both parties made in writing.

2. RESPONSE TO QUESTIONS
2.1. General Questions: These questions may have some overlapping application for RFP’s 92593-001.0
or 92593-003.0. We understand the City of Kalamazoo was awarded this grant in FY20222.
However, those documents are no longer accessible online. Where Appropriate, we have
referenced our questions to FY2023 references.
Q1: Does the City of Kalamazoo have a Vision Zero Plan? If so, please provide the COK Vision
Zero Plan document or a link to its location online.
A1: The City does not yet have an adopted Vision Zero plan but is seeking to put together a plan to
that includes Vision Zero concepts and might serve as a pathway forward for adoption of a Vision
Zero Plan.
Q2: Will the City be providing some sort of document format to ensure the various subplans
and action plan are consistent and cohesive?
A2: Yes, the City will set a document format to ensure the various subplans and action plans are
consistent and cohesive.
City Provided Information
Q2.1: 4.2 As-built or Record Data: Can the City provide an inventory or as-
built/record drawings that will be provided to the Consultant?
A2.1: This would be on an as-requested basis. Depends on what is necessary for the
particular planning effort.
Q2.2: 4.3 Will the City provide geolocation-based information on bus stop location
and route data in a manner that can be directly imported by consultants?
A2.2: From Metro Transit: “The GIS info is supposed to be available via a GTFS feed on our
website. We are currently working to get that up and running so in the meantime we can
provide the GTFS when requested.”

Q2.3: City GIS related to sidewalks: What inventories, geolocations, and assessments does
the City have of each category of asset associated with this request?
A2.3:
The City is currently finishing up work with a consulting firm to provide a full GIS map
of sidewalk within City ROW. This information will be made available as well as any
inventory data from Roadsoft and recent City sidewalk projects. We will have the
sidewalk inventory broken down into major asset categories such as curb ramp, driveway
approach, sidewalk through driveway, sidewalk run, etc.
Q3: Will the consultant be expected to supplement or gather any additional information? How
can we assess the magnitude of this effort?
A3: The consultant will be expected to utilize the information provided with minimal gathered
information to provide the specific plan or sub-plan. It is expected that much of the effort for this
project will be in the available data analysis, prioritization, planning, and treatment alternative
selection. It is anticipated that a few site visits to understand certain elements or areas of the City
will be required. The City places value on planners, engineers, and technicians seeing projects
and areas first-hand.
Q4: Is project budget consultant fee budget or City overall project budget inclusive of all
project costs? If latter, what other costs are associated and what is the consultant fee limit?
A4: The budget provided in the RFP is the budget provided in the SS4A Supplemental Action Plan
grant. The City does not anticipate other funding sources. Responsive consultants to the RFP
should provide competitive market pricing for the level of effort anticipated.
Q5: How does the city envision the coordination of the public participation process for each
project? Will each project have individual public participation events, or will it be collective
of all three? Since the sub-plan projects appear infrastructure-specific and neighborhood
related, will separate public participation events be required?
A5: The City anticipates having public participation for the SS4A project as one whole. Each sub-plan
will be allocated space at this event(s) to provide more detailed information on the aspects of the
project for that subject area.
2.2. 92593-002.0 Specific Questions
Q6: 92593-002.0 Item 3.2.1 – Does the City have an inventory and description of “key
jurisdictional corridors” and their limits? Up to X number of miles…
A6: The City shows these key corridors and their limits in the COK Streets Design Manual (Fig
2.1.6).
Q7: 92593-002.0 Item 3.2.2 What is the basis of the evaluation, study, and recommendations
for lighting improvements?
A7: General Note: the City desires to have a standard assessment method and adopted standard based
on safety as an outcome of this section. Presently, City has relied on Consumers Energy and
project-by-project specifications for street lighting. Nothing has been adopted comprehensively
for the City.
Q7.1: Has the City adopted standards for lighting? IEEE code, or other?

A8: Yes, Metro Transit anticipates this will be provided to the consultant shortly after award. Would
need to be requested and aggregated for a time period of study.
