General Notice

City of Panama City (Owner) is requesting Bids for the construction of the following Project:

SRF Area D-14

Bids for the construction of the Project will be received at the City of Panama City Purchasing Division located at 501 Harrison Avenue, Room 238, Panama City, FL 32401, until March 26, 2025, at 2:00 PM Central Time. At that time the Bids received will be publicly opened and read in Room 010.

The final date for questions to be submitted to the City of Panama City will be March 19, 2025.

The Project includes the following Work:

This project consists of the replacement and rehabilitation of water and wastewater lines, pavement, curb, and new sidewalks. The limits of the project are W. 14th St. from Clay Ave. to Friendship Ave., W. 13th St. from Clay Ave. to Friendship Ave., Friendship Ave. from 13th St. to 14th St., Fortune Ave. from 13th St. to 14th St., Mack Lewis Dr. from W. 14th St. to Fortune Ave., Flower Dr., Ware Dr., Fountain Dr., and Oakland Dr. This project is funded by FDEP-SRF, which has an American Iron and Steel requirement.

The Project shall be substantially complete within 300 days and fully complete within 330 days.

Obtaining the Bidding Documents

The Issuing Office for the Bidding Documents is the City of Panama City. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing office. Instructions to Bidders

For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Panama City reserves the right to accept any Bids deemed to be in the best interest of the City, to waive any minor irregularities, scrivener’s errors, minor omissions, minor deviations, and/or technicalities in any Bids, or to reject any or all Bids and to re-advertise for new Bids, in accordance with the applicable sections of the Florida Statutes, the City Charter and City Code, and this Invitation to Bid (ITB). The responsibility for submitting a Bid before the stated time and date is solely and strictly that of the Responsive Bidder. The City is not responsible for any delayed, late, lost, misdelivered, or non-delivered Bids, no matter the cause.

The City shall not be liable for any costs incurred by any bidder in connection with its response to this Invitation to Bid. The City reserves the right to reject any and all bids, to waive any informality in any bid, to solicit and re-advertise for new Bid submittals or to abandon the project in its entirety.
