The Bay County Board of County Commissioners is seeking proposals for the relocation of approximately 5,000 linear feet of 42-inch water transmission main and approximately 2,300 linear feet of 8-inch sewer force main associated with the FDOT SR 388 widening and realignment project. The project includes two (2) horizontal directional bores for the water main and one (1) for the sewer force main; backflow preventer; fire hydrant; isolation valves; air relief valves; fittings; tapping sleeve valve; line stops; pipe pressure testing and disinfection; open-cut roadway removal and replacement; asphalt removal and replacement; grassing and all other associated appurtenances. The Contractor shall provide all materials, equipment and labor to complete the project. All materials, equipment, and labor shall comply with the project plans and specifications, all State and Federal regulations and the “Bay County Manual of Standards and Specifications for Wastewater and Water Construction”.

The project or portions of the project may be performed in concurrence with the associated SR 388 widening and realignment project and may require work schedule coordination with FDOT and their Contractor.

A MANDATORY Pre-Bid Meeting will be held at 9:30 am (central time) on Tuesday, April 10, 2018 in Public Works Conference Room 840 W. 11th Street, Panama City, FL 32401.

SEALED BIDS for ITB NO 18-23 SR 388 Water and Wastewater Relocation Project Phase I will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA at the Purchasing Department 840 W. 11th Street, Suite 2500, Panama City, FL 32401 up until 2:00 pm (central time) Tuesday, May 1, 2018. Bids will be publicly opened immediately following the deadline.

The County Purchasing Department will be the only point of contact for this ITB. Under no circumstances may a bidder contact any County Commissioner, County Administrator, or County employee concerning this ITB until after award. Any such contact may result in disqualification as per Bay County Code Section 2-124.

Bidders shall submit all questions, in writing, to the Purchasing Department at purchasing@baycountyfl.gov or FAX to (850) 248-8276. All questions shall be submitted no later than 5:00 pm (central time) on Tuesday, April 24, 2018.

The Prime Contractor or Subcontractor(s) shall be qualified under F.A.C. Rule Chapter 14-22 in the following classes of work: 1) Other: Underground Utility, 2) Grading, 3) Flexible Paving, 4) Hot Plant-Mix Bituminous, 5) Grassing, Seeding, and Sodding, and 6) Pavement Marking. Proof of Florida Department of Transportation prequalification (current FDOT Certificate of Qualification) for the prime and/or sub-contractor(s) shall be included with the submittal.
