The CITY OF BATTLE GROUND solicits interest from consulting firms with expertise in Civil Engineering Design. The Agreement will be for approximately 2 YEARS (April 2025 – April 2027) in duration with the option for the CITY OF BATTLE GROUND to extend it for additional time and money if necessary. Estimated Start date is April 27, 2025, and estimated end date is April 27, 2027. Consultants will be considered for the following project.
The City of Battle Ground reserves the right to amend terms of this “Request for Qualifications” (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses.
Project Description
The work to be performed by the CONSULTANT consists of developing a final design from WSDOT approved Intersection Control Evaluation (ICE) documentation of a multi-lane round-a-bout, improved street lighting, ADA Ramps, Rectangular rapid Flashing Beacons, and crosswalk improvements to improve safety and traffic flow.
This project has received federal funding through an STBG Surface Transportation Block Grant. The City anticipates that the consultant’s work will start as soon as contracts are awarded. If schedule allows, the City would like to put the design out to bid for construction in the first quarter of 2027. This project has an assigned DBE Agreement goal of thirteen percent (13%) mandatory for consultants on this project.
The major features of the project are as follows:
• Review ICE Documentation (available upon request)
• Develop a complete design for a multi-lane roundabout, and associated improvements
• Cost Estimate for Construction
• Specifications for construction. (City will provide Division 1 Specifications)
• Right-of-Way Planning and acquisition
• Construction Support
The CITY OF BATTLE GROUND reserves the right to retain the services of the successful firm(s) for any subsequent phases (R/W, CN) associated with this/these project(s).
Evaluation Criteria
Submittals will be evaluated and ranked based on the following criteria:
1. Qualification of Proposed Project Manager
2. Qualifications/Expertise of Firm
3. Ability to meet schedule
4. Approach to project
5. Experience working with the City of Battle Ground, and other relevant agencies.
6. Experience coordinating on a large project between WSDOT and the City of Battle Ground simultaneously.
7. Experience designing, acquiring ROW and Construction management of roundabouts on WSDOT Facilities working for the local agency.
8. Submittal Completeness
Submittal
Submittals should include the following information: Firm name, phone and fax numbers; Name of Principal-in-Charge and Project Manager; and Number of employees in each firm proposed to project. The qualifications must include but are not limited to: key personnel, firm experience, ability to meet schedule, past performance, in-house expertise, familiarity with WSDOT/FHWA standards, and DBE approach and commitment.
Any requested cost proposals or elements of cost shall be in a concealed format and separate from technical/qualifications proposals.

Contract
The consultant contract will be a Local Agency A&E Professional Services Negotiated Hourly Rate Consultant Agreement.
