Description
Project Description: Headwaters Charitable Trust (Owner) will accept bids for the SR 4015 Flashing Warning Device Construction project until 1:00 PM (prevailing time), October 31, 2024. All bids must be submitted on PennBid at the sole responsibility of the bidder https://pennbid.bonfirehub.com.
The project scope for the bid consists of removing the two existing 4”x4” wooden post pedestrian crossing signs, and installing two rectangular rapid flashing beacon assemblies with passive pedestrian detection (double sided) at the intersection of Clarion County SR 4015 (Old Fryburg Road) and the Knox to Kane Rail Trail at Segment 0010 Offset 0815, in Knox Township. The trail has already been realigned by others, previously.
Specifications, plans, and bid documents may be obtained on the PennBid website (www.pennbid.net). All bids must be submitted on PennBid at the sole responsibility of the bidder. Questions regarding the specifications shall be submitted on PennBid via the “Ask a Question” feature in PennBid. Questions submitted after October 22, 2024 at 1:00 PM will not be answered.
Responses to questions which require changes to the Bidding Documents will be issued by Addenda posted within PennBid’s Public Notices and “Supporting Documentation”. Bidders who have registered with and downloaded documents from PennBid will be notified by email when an addendum has been posted.
All prime contractors (and associated subcontractors) bidding on this work are required to have current Pennsylvania Department of Transportation pre-qualifications for all major items of work in the contract at the time of bid submission and throughout the length of the project. Suppliers, materials, and construction specifications are to follow PennDOT standards, unless otherwise specified in the Contract Documents.
Each Bid must be accompanied by a Bid Bond payable to the Owner for ten percent (10%) of the total amount of the Bid. As soon as the Bid prices have been compared, the Owner will return the Bonds of all except the three lowest responsible bidders. The Bidder shall include the fully completed Non-Collusion Affidavit with the bid. When the Agreement is executed, the bonds of the remaining unsuccessful bidders will be returned.
The bidders’ attention is called to the fact that not less than the minimum prevailing wages, must be paid on this project and bids shall be prepared accordingly.
The Owner reserves the right to reject any or all bids, to waive any informalities in the bidding, or to limit the scope of work involved. No bidder may withdraw a bid within sixty (60) days after the actual date of the opening thereof. Should there be reasons why the contract cannot be awarded within the specified period; the time may be extended by mutual agreement between the Owner and the Bidder.
A pre-bid meeting is not anticipated.
