SPRINGFIELD-GREENE COUNTY PARKS ROOFING REPLACEMENT & REPAIRS
BIDS MUST BE UPLOADED INTO THE DEMANDSTAR E-BIDDING SYSTEM (SOON TO BE EUNA OPENBIDS) PRIOR
TO 3:00 P.M. (CST) ON WEDNESDAY, FEBRUARY 25, 2026. Bids will be opened by the buyer listed above. Bids will be read aloud
publicly at the specified bid opening date and time via teleconference. To participate, dial (720) 843-2938. Then, enter access code 2160129.
• Bids shall be submitted on the forms provided and may be manually, electronically, or digitally signed by the individual authorized to legally
bind the company. Bidders are to submit all pages of this IFB identified with “RETURN THIS PAGE” stated on the bottom right corner of
said pages. Failure to do so shall render your bid non-responsive.
• Bids received after the opening date and time shall not be considered.
• The attached Terms and Conditions shall become part of any contract resulting from this bid.
• The cutoff for any questions about this bid is February 12, 2026, at 12:00 P.M. (CST).

A pre-bid conference is scheduled for January 14, 2026, at 10:30 A.M., CST. The pre-bid conference shall be conducted via videoconference. To

All wages paid for work under this Contract shall comply with requirements of the prevailing wage law by the U.S. Secretary of Labor
in accordance with the Federal Davis-Bacon Act (Title 40 U.S.C. Chapter 31, subchapter IV).
For any contract for services greater than $5,000, the successful bidder shall comply with § 285.530, RSMo., as amended, and (1)
provide by affidavit affirmation that it does not knowingly employ any person who is an unauthorized alien and (2) provide
documentation affirming its enrollment and participation in a federal work authorization program with respect to the employees
working in connection with this contract. The required documentation affirming enrollment must be from the federal work
authorization program provider. A letter from the respondent reciting compliance is not sufficient. All bids should include the signed
and notarized Work Authorization Affidavit and the electronic signature page from the E-Verify program. A letter from the Contractor
reciting compliance is not sufficient.
The City is committed to providing opportunities to DBE, MBE, and WBE prime, general and subcontractors and encourages such
business enterprises to submit responses.

SCOPE:
CONSTRUCTION IFB #040-2026
Springfield-Greene County Park (City of Springfield) is accepting bids for re-roofing services on multiple municipal structures. There
are several building plans provided, but not all building plans are available. The project may be awarded in full or in part depending
on budget availability. Bidders must provide individual pricing for each facility. Bidders will also be asked to provide an alternate repair
estimate for each facility, which may be used instead of the full replacement cost. The City of Springfield reserves the right to combine
total replacement and roofing repairs bids to determine final scope of work. The City intends to seek reimbursement through FEMA
Public Assistance and therefore requires that all inspection, repair, and replacement work meet FEMA eligibility requirements, industry
standards, and all applicable local, state, and federal laws. FEMA reimbursement is not guaranteed. The City’s obligation to proceed
with work at any location is contingent upon funding availability and eligibility determinations. No work shall be performed without
written authorization from the City.
Where repair is feasible and code-compliant, the Vendor shall provide a total cost proposal for roof repair, including but not limited
to:
• Removal of damaged roof materials limited to storm-affected areas.
• Temporary protection of the building during repair activities.
• Repair or replacement of damaged components, including:
o Roof covering.
o Flashings and penetrations.
o Underlayment and insulation.
o Roof decking where damaged by the storm.
• Restoration of the roof system to a watertight condition consistent with industry standards.
• Integration of repaired areas with existing roof materials.
• Cleanup, debris removal, and lawful disposal of all removed materials.
• Final inspection and documentation confirming repairs meet applicable standards.
The Vendor shall clearly identify any limitations or risks associated with repair versus replacement.
Where repair is not feasible or not recommended, the Vendor shall provide a total cost proposal for full roof replacement, including:
• Complete tear-off and removal of existing roof materials down to the deck, as required.
• Protection of building interiors during removal and replacement.
• Inspection of roof decking and structural components.
• Removal and replacement of damaged decking, fasteners, and structural components as required due to storm damage.
• Installation of new underlayment, insulation, vapor barriers, and roof covering.
• Installation of new flashings, penetrations, edge metal, and accessories.
• Installation in accordance with:
o Manufacturer specifications.
o Industry standards (e.g., NRCA).
o Applicable building codes.
• Cleanup, debris removal, and lawful disposal of all removed materials.
• Provision of manufacturer warranties and contractor workmanship warranties.
• Final inspection and closeout documentation.

1.3 No questions will be taken during the site tours. All questions must be submitted to the Buyer in writing.

1.5 QUESTIONS AND CLARIFICATION: Each bidder shall examine all Invitation for Bid documents and shall judge all matters relating
to the adequacy and accuracy of such documents. Any inquiries or suggestions concerning the interpretation, clarification, or
additional information pertaining to the Invitation for Bid shall be made in writing and submitted via email to the Buyer. The
Buyer’s contact information is listed on the cover page of this bid document.
1.5.1 The cutoff date for questions and substitution requests is Thursday, February 12, 2026, at 12:00 P.M.
1.5.2 Any information given to a prospective bidder concerning an invitation will be furnished to all prospective bidders as an
addendum to the invitation if such information is necessary to bidders in submitting bids.
1.6 CLARIFICATION AND ADDENDA: It shall be the responsibility of each bidder, prior to submitting their Bid, to check DemandStar
(soon to be Euna OpenBids) to determine if addenda were issued and to make such addenda a part of their Bid by accessing the

Each bidder shall examine all IFB documents and shall judge all matters relating to the adequacy and accuracy of such

to any bidder by the City. The issuance of written addenda is the official method whereby interpretation, clarification,
or additional information shall be given. Receipt of an addendum to an IFB by a bidder must be acknowledged by signing
