Pursuant to N.C.G.S. 143-128 and 143-129 and city policy, sealed proposals endorsed “Sprague St.

Recreation Center Renovation, FB26142” will be received by City/County Purchasing, City Hall, 101

North Main Street, Winston-Salem, NC until the date and time listed above. The City reserves the right to

reject any or all proposals. Should less than three bids be received, the project will be re-advertised.

Bidders must be properly licensed as required by Chapter 87 of the North Carolina General Statutes. 100%

Performance & Payment Bonds will be required of the awarded contractor.

the contents of the Bidding Documents.

This project includes demolition and renovation work, along with the demo and replacement of an exterior

brick retaining wall. Scopes of work include an aluminum storefront, casework, interior finishes, limited

sitework and Plumbing, Mechanical and Electrical work.

The M/WBE subcontracting goals for this project are 5% MBE and 6% WBE and must be met separately.

A MANDATORY pre-bid will be held at 10:00 AM, February 3, 2026 at the recreation center at 1350

E Sprague St, Winston-Salem, NC 27107. We will meet inside the lobby.

The purpose of this conference is to summarize the scope of work involved and to explain the City’s

Minority and Woman Owned Business Enterprise (M/WBE) goals and program related to this project.

Staff will be present to answer questions. The City will not consider bids from companies who do not

have a representative present at the pre-bid and/or who fails to record their attendance on the sign-in

sheet.
