REQUEST FOR PROPOSALS
The City of Cleveland will accept sealed Proposals for Design Build Services for the design and construction of an indoor Sports, Events, and Aquatics Center with an outdoor waterpark. Proposals will be accepted until 3:00 P.M., EST, August 21, 2026, at the Cleveland Municipal Building, 190 Church Street, NE Cleveland, TN, 37311. Any proposal received after the date and time specified will not be considered.
The City is seeking a uniquely qualified Design-Build Team with experience working with municipalities and other governmental entities that will provide design, preconstruction, construction, and related services as necessary to make the proposed Cleveland Sports, Events, and Aquatics Center (SEA) a City of Cleveland gold-standard destination multi-sports venue. Under this delivery method, the selected Design-Builder will be responsible for architectural and engineering design, preconstruction and cost estimating, Guaranteed Maximum Price (GMP) development, construction, commissioning, and turnover of the Project.

All Proposals must be sealed, plainly marked “SPORTS, EVENTS, AND AQUATICS CENTER RFP” and mailed or delivered to the City of Cleveland, Attention: Kristi Powers, 190 Church Street, NE, Cleveland, TN 37311.
The City of Cleveland, Tennessee, through its Council Members, reserves the right to reject any/and or all proposals, to waive any formalities and informalities in the proposals received, and to accept any proposal which in its opinion may be in the best interest of the City of Cleveland.
As required by TCA Title 12, Chapter 3, Part 12, the evaluation criteria and relative weight assigned to each criterion that will be used to evaluate proposals are posted below under "view documents".
