RFP-2026-126-Recreation Splash Pad
Sealed proposals will be received by the City of Summerville, 120 Georgia Ave.,
Summerville, Georgia 30747 until 10:00 a.m. on 06/08/2026 for a 3,464 square feet flow-
through Splash Pad. All proposals must be good for 60 business days. All proposals are
subject to the provisions of the conditions outlined in this document. Proposals shall be
opened promptly on the same day at 2:00 p.m. at the City Hall, Council Room, and their
contents will be made public for the information of the Respondents, and others properly
interested. The proposals will not be awarded until the applicable designated city officials
have had ample time to review each proposal. Proposals must be submitted in sealed
envelopes with "RFP-2026-126-Recreation Splash Pad" clearly marked on the outside of
the envelope for easy identification by the City of Summerville. Any proposals received
later than the specified time will not be accepted/considered. The City will not be
responsible for late submissions caused by the postal service, other carriers, or any other
delivery problems regardless of the reason.

The City of Summerville reserves the right to engage in discussions with or request
additional information from any or all responsible Respondents who submit proposals
which appear to be eligible for the award, for the purpose of clarification to assure full
understanding of and responsiveness to the RFP requirements herein. In the event the City
elects to negotiate a contract with the successful vendor, any contract shall contain, at a
minimum, the term and conditions (or substantially the same term and conditions) as
hereinafter stated. The City reserves the right, in its sole discretion, to reject all
submissions, reissue a subsequent RFP, terminate, restructure or amend this procurement
process at any time. The final selection and contract negotiation rest solely with the City.
This solicitation does not commit the City of Summerville to award a contract/purchase
order, to pay any costs incurred in the preparations of a proposal, or to procure or contract
for services. The City of Summerville reserves the right to reject any and all responses, to
cancel this solicitation, and to make an award deemed in its own best interest.
INSTRUCTIONS FOR PROPOSALS:
All Proposals must include:

6. Certificate of Insurance
7. Contractor Affidavit (If using Sub-Contractors, we require a Contractor Affidavit
from each Sub-Contractor)
8. Bid Bond Required: 5%
Signed Proposals
All proposals must be signed by an authorized officer or agent of the company submitting
the proposal and delivered in sealed envelopes to City Hall no later than the time and dates
indicated above. Proposals received after the time and date indicated above will not be
considered. Faxed proposals will not be accepted under any circumstances. The City will
assume no responsibility for oral instructions or suggestions. All official correspondences
in regard to the specifications should be directed to and will be issued by the designated
City official. No oral statement of any person shall modify or otherwise change, or affect
the terms, conditions or specifications stated in the resulting contract. The City of
Summerville shall not be legally bound by any amendment or interpretation that is not in

writing. The City will rank, based upon the evaluation criteria, all responsible and
responsive vendors.
The City will begin negotiations with the top-ranked vendor or vendors and will continue
with negotiation down the ranking until a satisfactory contract with the City is finalized if
any. The terms and conditions of the contract will be no less advantageous than the
provisions of the RFP or the Vendor's proposal. The City reserves the right to make a partial
award or to split the award at its sole discretion.
DEFINITIONS:
Responsible Respondent means a respondent who has the capability in all respects to fully
perform contract requirements and the integrity and reliability, which will assure good faith
performance.
Responsive Respondent means a respondent who has submitted a bid, which conforms in
all material respects to the Request for Proposal.
CHANGES:
Any changes to the specifications in this request for proposal package shall be in writing
and an addendum will be distributed to all prospective respondents so each respondent can
compete equitably.
Any changes in this request for proposal after the purchase order/contract agreement has
been awarded must be with the written consent of the designated city official or the City
Manager; otherwise, the responsibility for such changes lies with the vendor.

AWARD OF CONTRACT:
Selection shall be made of one or more Respondents deemed fully qualified and best
performing among those submitting bids. Negotiations shall be conducted with the
Respondents so selected. Price shall be considered, but may not be the sole determining
factor. After negotiations have been conducted with each Respondent so selected, the City
shall select the Respondent(s), which in its opinion, has made the best bid, and recommend
that a contract(s) be awarded to the Respondent.
All contracts shall be in accordance with the laws of the State of Georgia. The City of
Summerville may cancel this RFP; reject proposals or any portion thereof at any time prior
to an award, and is not required to furnish a statement of the reason why a particular bid
was not deemed to be the most advantageous.
EVALUATION PROCEDURE:
All proposals will be evaluated and ranked by the City of Summerville. Negotiations and/or
award of a contract may be initiated without further contact with the other Respondents.
BASIS FOR AWARD:
A committee of the City of Summerville Staff will review RFP submittals and will make
its recommendation. The Committee may make such reasonable investigation, as it deems
proper and necessary to determine the ability of the Respondent to perform the
work/services.
SELECTION PROCESS:
The City shall select the most qualified Respondent. Each response shall be subject to the
same review and evaluation process.

INSURANCE REQUIREMENTS:
The successful respondent shall agree to hold harmless, indemnify and defend the City of
Summerville, its agents, and employees from any claims for property damages or personal
injury (including death resulting therefrom). Such claims are not limited to actual,
consequential, incidental or punitive damages. The successful respondent shall agree to
maintain sufficient comprehensive general liability insurance in the amount of
$1,000,000.00 per occurrence and $1,000,000.00 per person. Proof of such insurance shall
be given to the City by an appropriate certificate-of-insurance issued by the successful
respondent's insurance agent. The successful respondent shall maintain vehicle liability
insurance with minimum combined single limits of $1,000,000.00 per occurrence.

shall be round and consist of a reinforced concrete slab with a slip-resistent broom-finish
and UV-stable polyurea safety coating to reduce falls. The selected contractor shall provide
turnkey services including design, engineering, equipment procurement, site preparation,
excavation, installation, and commissioning of an engaging, family-oriented aquatic play
environment that promotes recreation, safety, ADA accessibility, and long-term
operational efficiency. The project is intended to create a visually appealing destination
attraction incorporating interactive sports-inspired spray features, themed components, and
high-quality recreational amenities suitable for users of all ages. All spray features and
products shall be manufactured by Water Odyssey(TM)/ Fountain People, Inc., P.O. Box 807,
San Marcos TX, 78667, 4600 Hwy. 123, San Marcos TX, 78666, telephone: 512-392-1155,
facsimile: 512-392-1154, website: www.waterodyssey.com and must meet ASTM safety
standards, be ADA compliant, and inspected by a Certified Playground Safety Inspector
prior to shipment of product. All proposals should meet the minimum number of features
listed in the RFP scope below. Additional features are allowed to be included in the RFP;
however, the minimum required must be met in order for the RFP to be considered.
C029 Crookett
1. Anchor Base: The (1) below grade anchor base shall be constructed of type 304
stainless steel to mate with a component's shaft base plate. The anchor base shall
each have a bonding/grounding connection and 2" FPT inlet. The anchor base shall
be supplied with 3/8" threaded, 18/8 stainless steel anchor/leveling bolts with nuts,
washers and a wooden pour template.
2. Construction Cover: The temporary cover shall be an adhesive polyethylene tape.
3. Shaft: The above grade frame shall be constructed of 3" type 304 stainless steel
pipe with 3" machined type 304 flanged base plate.
4. Gasket: The leak preventing seal shall be an O-Ring of 70 durometer EPDM
5. Fasteners: All accessible fasteners shall be tamper-resistant 18/8 stainless steel.

6. Dimensions: Approximate dimensions shall be 4'7" H x 5'0" W.
7. Nozzles: Nozzles shall be a machined brass foam jet and eight Magic Flow stainless
steel jet stream nozzles.
8. Interactive water effect: The spray pattern shall be eight inward-radiating streams
with an aerated column of water emitting from the cone of the spray feature.
9. Hydraulic Requirements: The designed operational water supply shall be 18GPM
@ 20PSI.
10. Finish: When specified for solid, patterned or theme painted coloring the
component shall be coated with Aqua Armor(TM); a UV stabilized, textured structural
elastomeric polymer with a UV and chlorine resistant sealer coat.
11. ColorCast(TM) Accent: A color impregnated, rigid urethane polymer with resistance
to chlorine and UV.
13. Age Group Design Standards: The spray feature shall be designed for all ages.
DISTRIBUTION MANIFOLD DM-04000-16-BR-PM
1. Distribution Header: The distribution manifold header shall be 4" type 304 stainless
steel pipe with flanged connections on both ends.
2. Water Hammer Arrestor: The water hammer arrestor shall be 2" copper and brass
construction with pre-set operating pressure of 10-35 PSI.
3. Drain Valve: The distribution manifold header shall have a 34" hose bib style drain
valve constructed of cast bronze.
4. Pressure Gauge: The distribution manifold header shall have a 0-60 PSI discharge
side pressure gauge
5. Solenoid Valves: The distribution manifold header shall have 16 solenoid valves
constructed die cast bronze with stainless steel hardware, DIN connector with 15'
cord and 24 VAC UL Recognized.
6. Balancing Valves: The distribution manifold header shall include 16 true union
ball valves constructed of schedule 80 PVC for balancing and throttling the
discharges.
7. Mounting Brackets: Shall be supplied with (3) Floor mount frames type 304
stainless steel with (3) stainless steel u-bolt.
Dynamic Sequencing Controller
A. DSC series aquatic play area controller provides independent custom re-programming and
adjustment by the owner's staff. The controller shall accept custom programming in the
field from the aquatic playground operator. The controller shall have a SD card slot for
play scenario back up.
B. DSC-8-16-A With Factory Mounted and Pre-Wired on Manifold Assembly Option

1. Housing: The 17 1/2" x 15 1/2" x 8" enclosure shall carry a NEMA 4X rating with
a lockable hasp.
2. Input Power Supply: The input power supply shall be 120VAC/60 Hertz, 20 Amps
capacity.
3. Power Cord: The power cord shall be 6 foot, 16-3 type SJT with grounded plug.
4. Output Power Supply: The output power supply shall be 24VAC/60 Hertz, 0.75
Amps capacity continuous per output.
5. Cord Seals: The cord seals shall be PVC compression seal fittings with neoprene
gland for 16-2 solenoid valve cables.
6. Time Clock: The time clock shall be integral, electronic, 7 day, 24 hour.
7. Interface: The user interface shall be an integral keypad with 20 keys and a 4 x 20
backlit LCD display.
8. Programmable Events: The programmable events shall be timed duration, cycled,
defined, random and/or cued sequencing. The events shall be field adjustable.
9. Programming: The programming shall be through the keyboard interface, set at the
factory and shall be field adjustable.
10. Controller: This configuration shall have 8 12V DC digital inputs and 16 24V AC
digital outputs.
11. Safety and Compliance: The Dynamic Sequencing Controller shall be CAN/CSA,
ETL and Underwriters' Laboratories Listed. The DSC controller shall comply with
Part 15 of the FCC Rules.
