FKEC is seeking to enter into a Master Service Agreement with a Helicopter Service provider which will allow FKEC to inspect our service territory after a natural disaster (e.g. hurricanes, storm surges, tornados) or other emergency, to determine if repairs are needed on any structure not accessible by truck, or when air ferrying services are required. Due to the storm services nature of this RFP and the three scopes of work listed, we are unsure how to quantify a “Not to Exceed” price based on the given example: “The cost proposal shall be a “Not to Exceed” price with a maximum cost based on the expectations that HELICOPTER SERVICE resources will be deployed to south Florida within 24 hours after a storm event, or within 48 hours of the roads into the Florida Keys and Monroe County, FL being open. Provide a fully detailed cost proposal including staff costs and any necessary expenses to accomplish the tasks described in the Scope of Services above. Include a copy of the firm’s Travel Policy. FKEC reserves the right to provide fuel, lodging, meals, etc. The evaluation process is designed to award this contract not necessarily to the Contractor of least cost, but rather to the Contractor whose proposal best meets the requirements of this RFP.” Each outlined scope and the range of expectation for each scope, will greatly influence an estimated cost. For example, the number of helicopters required, the number and depth of services required by FKEC depending on the severity of damages from the storm, and the duration of time that it would take to perform all scopes, should there be a need. Storm damage varies greatly from year to year and without having any hard data points to use there is no possible way to provide an accurate “Not to Exceed” price. Can you please elaborate on the information provided in the “Cost Proposal with ‘Not to Exceed’ verbiage” to include details such as the below bullet points so that we can provide a more comprehensive price to encompass all areas referenced? • How many helicopters do you expect to need • How long would you expect helicopter(s) to ferry personnel and equipment should a bridge be deemed unusable • How many hours/days do you intend for the helicopter(s) to perform inspection and damage assessment & will a FKEC representative be part of the crew performing the inspections • Scope of work for the helicopter to repair any damages to transmission structures • Will FKEC provide qualified line workers to support the helicopter(s) during any repairs to damages • Will FKEC provide all necessary materials for any repairs to damages Scopes of Work Referenced from Page 2: 1. Separately, the NTE pricing is an amount selected by the bidder to represent a deployment of their services under typical middle of the road level storm conditions. The NTE price is not what is being evaluated in comparison to the services offered. The cost proposal with the listed services is what is being evaluated by the bid review team. One helicopter is likely to be utilized but if more are available, please list availability and pricing. FKEC will only have 1 representative for the initial fly over of the system impacted by the storm to evaluate a high-level system overview. The bidder would be expected to provide an inspector to perform an inspection and documentation of the storm affected areas. While the intensity of the storm and affect to our system could greatly vary, 2-4 weeks of deployment time would likely cover the average storm impacting our area. This could vary greatly with a different intensity of a storm. If bidder offers repairs to be performed from a helicopter, static bond repairs, straightening of insulators, replacement of insulators, and pole ground repairs are all likely tasks. If bidder is qualified, the repairs might be on energized or deenergized circuits. FKEC does not have qualified linemen to work from a helicopter. Bidder will need to supply qualified line workers to work from a helicopter. Yes, FKEC will provide all materials for repairs.	4/2/2025 3:40:11 PM
