Specialized Programs and Camp Instructors, RFQ 149783

The intent of this Request for Proposal (RFP) is to obtain proposals from offerors who can provide programs for Spring Break Camps, Winter Break Camps, Summer Camps, year round classes, leagues, clinics/seminar programs, and/or daytrip programs sponsored by the County of Loudoun, Virginia (County), Department of Parks, Recreation, and Community Services (PRCS).

PRCS is interested in attracting offerors willing to provide high quality instruction, personnel, and equipment (either utilizing County or other facilities) at/or below market price to provide a wide variety of affordable programs to County residents.

To ensure offering high quality, innovative programs, the County will accept proposals throughout the entire period of the Contract. Offerors may propose one or more of the activities listed herein. The service period and publication period for proposals are included in the table below. For example, an offeror’s services will be offered in the Summer Camp Guide provided that:

• The proposal submission is received by the date indicated in the table below
• The proposal is accurate and complete and contains all required documentation pursuant to the solicitation requirements
• The proposal is deemed acceptable to be evaluated
• The proposal is evaluated by PRCS
• Depending upon the evaluation score, the offeror is awarded a contract
• The offeror successfully markets its services to the PRCS divisions prior to the actual publication deadline

Proposals received by the County missing any information, documentation, or requiring further negotiations may result in delays in meeting the actual publication deadlines. Additionally, delays in the vendor marketing its services after vendor award may result in delays meeting the actual publication deadlines.

Pre-Proprosal Conference:

A Pre-Proposal Conference will be held on February 4, 2020 at 1:00 PM in the Lovettsville Conference Room, located at 1 Harrison Street, SE, 1st Floor, Leesburg, Virginia 20175 for clarification of any questions on the specifications.
