Overview
Summary

The City of Reading requires a qualified firm/individual to provide technical engineering assistance to Planning, zoning, historic preservation, building and trade departments, as well as the City Boards and Commissions including the Zoning Hearing Board (ZHB), Historic Architectural Review Board, Planning Commission, Redevelopment Authority, and City Revitalization and Improvement Zone (CRIZ) Authority. The firm will expedite engineering and planning review of subdivision, land development and zoning applications as guided in the scope of work included herein. The proposal shall detail the tasks and deliverables for the work with qualifications of staff and sub-consultants, hourly rates and costs.

If the City makes an award in connection with the bid/proposal, Attachment N “Contract” and/or Attachment O "Consulting Agreement" and all terms and conditions of this RFP as well as all documents incorporated therein shall form the entire agreement between the City and the successful Bidder. The selected firm (Consultant) shall enter into an official agreement with the City signing a contract which will be provided clarifying terms of service.

The consultant shall submit monthly reports to the City summarizing the amount of time expended, activities undertaken, activity status along with payment invoices. The Consultant shall work with the City of Reading officials to assess the validity of current priority areas and identify priority areas to help shape the focus of the City.

Background

The City is soliciting proposals from qualified firms for the delivery of technical engineering and planning assistance, plan reviews, zoning reviews, property assessments and other services related to development in the City of Reading, hereinafter referred to as the “program” as further described in the Scope of Services contained herein. The City reserves the right to award all, some or none of the Services set forth in this Request for Proposals (RFP) to any proposer based on the City’s review and assessment of the Proposals meeting the criteria set forth herein.
