Purchase of Specialized Cybersecurity and Vulnerability Assessment Services

Description:

Lee County Innovation Technology Services seeks to execute a single-source procurement for cybersecurity staff augmentation and consulting services, including a qualified Chief Information Security Officer and experienced cybersecurity support personnel (Security Analysts and Security Consultants) by Plex Solutions, LLC. Responsibilities include planning, implementing, upgrading, and monitoring security measures to protect County networks and information; ensuring appropriate security controls are in place; performing vulnerability assessments in alignment with the National Security Cyber Assistance Program (NSCAP) best practices and possessing the required Vulnerability Assessment Service accreditation; and responding to security incidents. The vendor will also assist County IT staff with cybersecurity project tasks and perform a wide range of engineering and technical activities related to system design, risk reduction, implementation, and integration across personnel, hardware, software, and supporting infrastructure.

Plex Solutions LLC.

Justification for Single Source Acquisition:

PLEX Solutions is the only practical source for these services because they hold the required National Security Cyber Assistance Program (NSCAP) Vulnerability Assessment Service accreditation and are already fully integrated into the County’s IT environment. Their established understanding of Lee County systems, processes, and security protocols ensures continuity, reduces operational and security risks, and avoids the significant delays and additional costs that would result from onboarding a new vendor. Maintaining PLEX as the provider ensures compliance, efficiency, and uninterrupted delivery of critical cybersecurity services.

For the reason(s) stated above, Lee County Procurement Management intends to utilize the Single Source Procurement method to purchase from Plex Solutions LLC. to supply the above.
