Special Notice of Intent Versa-Trak BPA Sole Source

SUBJECT: Special Notice of Intent, Versa-Trak Temperature Monitoring System.

1.) The purpose of this memorandum for record is to document the governments special notice of intent that will be posted on SAM.Gov for the Versa-Trak Temperature Monitoring System Master BPA.

THIS IS NOT A REQUEST FOR QUOTE / PROPOSAL

The Defense Health Agency (DHA), Northeastern Markets Contracting Division (NM-CD), on behalf of the Defense Health Network-Europe (DHNE), in support of European Military Treatment Facilities (MTF’s), intends to award a Blanket Purchase Agreement on a sole source basis to Veracity Trading Limited; YETSONAIS COTTAGE, EAST ALLINGTON, TOTNES, TQ9 7QE GBR

The anticipated award will be made under the statutory authority permitting Other than Full and Open Competition pursuant to FAR 6.302-1 “Only one responsible source and no other supplies or services will satisfy agency requirements.” This agreement is intended to allow for the procurement of lab reagents for the Vera-Trak Temperature Monitoring System.

This notice of intent is NOT a request for competitive proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. Phone calls will not be accepted. A determination by the Government to not compete this proposed action based upon response to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties capable of providing the requested reagents may submit their capabilities and price list by responding to this notice no later than 2:00pm EST, Tuesday, September 2, 2025 by email to Matthew.S.Tsueda.CTR@health.mil and cc: Gregory.M.Crump.Civ@Health.mil. All information submitted should support the offeror’s capability to provide the requested reagents.
