Description


Spalding County serves as fiscal agent for the Griffin Judicial Circuit, which comprises Spalding, Fayette, Pike, and Upson Counties. The Circuit administers evidence-based juvenile justice programming under the Juvenile Justice Incentive Grant (JJIG), funded by the Georgia Criminal Justice Coordinating Council (CJCC) and authorized under the federal Juvenile Justice and Delinquency Prevention Act (JJDPA).
The FY2027 JJIG $200,000 award supports circuit-wide delivery of two evidence-based programs for medium-to-high-risk youth ages 11¿17 who are referred through the juvenile court system: Functional Family Therapy (FFT) and Thinking for a Change (T4C 5.0). The purpose of this Request for Proposals (RFP) is to solicit a single, qualified managing entity to serve as the circuit-wide administrative and fidelity hub for both programs, overseeing implementation quality, subcontractor performance, data collection, and long-term program sustainability.
The managing entity role is newly established under the FY2027 award and represents a strategic expansion of the Circuit's capacity. The County is committed to evidence-based practice and will require that all managing-entity activities adhere to established model standards.

SECTION I - GENERAL OVERVIEW
A. Background and Purpose
Spalding County serves as fiscal agent for the Griffin Judicial Circuit, which comprises Spalding,
Fayette, Pike, and Upson Counties. The Circuit administers evidence-based juvenile justice
programming under the Juvenile Justice Incentive Grant (JJIG), funded by the Georgia Criminal Justice
Coordinating Council (CJCC) and authorized under the federal Juvenile Justice and Delinquency
Prevention Act (JJDPA).

B. Grant Program Context
The Griffin Judicial Circuit serves youth referred by probation officers and juvenile court intake staff who
meet eligibility criteria established through the Pre-Disposition Risk Assessment (PDRA). The two
program models authorized under this award are:
Functional Family Therapy (FFT)
FFT is a nationally recognized, evidence-based family intervention model designed to reduce juvenile
recidivism and improve family functioning. An existing FFT-certified subcontractor delivers FFT services
under this award. The managing entity will be responsible for fidelity oversight, subcontractor
coordination, and data quality for this program. The FFT program budget cap is $83,000.
Thinking for a Change (T4C 5.0)
T4C is a cognitive-behavioral intervention for medium- to high-risk youth, developed by the National
Institute of Corrections and listed on crimesolutions.gov. The curriculum consists of 25 structured group
sessions and is administered under license by Evidence Based Strategists, Inc. (EBS), the sole
authorized training and technical assistance provider. The managing entity is expected to employ or
retain staff with current T4C certification and to directly oversee group delivery across circuit counties.
The T4C program budget cap is $50,995.19.
C. Fiscal Agent
Spalding County Board of Commissioners serves as the fiscal agent for all JJIG funds on behalf of the
Griffin Judicial Circuit. The contract resulting from this RFP will be executed between Spalding County
and the selected managing entity. All invoicing, reimbursement, and reporting obligations are governed
by the CJCC grant agreement and applicable provisions of 2 CFR Part 200.

SECTION II - INSTRUCTIONS TO PROPOSERS
A. Proposal Submission
Proposals may be submitted by mail, commercial carrier, or hand delivery. Faxed or electronic
proposals will not be accepted. Each Proposer is solely responsible for ensuring timely delivery.
Proposals received after the deadline will be returned unopened.
Each Proposer shall submit the following:
* One (1) original, clearly marked "ORIGINAL," unbound
* Three (3) bound, complete copies identical to the original
* One (1) digital copy in PDF format on a USB flash drive, labeled with the RFP number and firm
name
* One (1) sealed Cost Proposal in a separate envelope, clearly marked "COST PROPOSAL -
RFP No. JJIG-2026-01"

B. Questions and Clarifications
Questions regarding this RFP must be submitted in writing by email only to
lwallace@spaldingcounty.com, with the subject line "RFP JJIG-2026-01 Question," by the deadline
specified in the Schedule of Events. Responses will be posted as an addendum on the Georgia
Procurement Registry's website. Proposers shall not contact other County staff, judicial officers, or
court personnel regarding this solicitation; any such contact may result in disqualification.
C. Addenda
Spalding County may issue addenda to this RFP at any time before the proposal deadline. It is the
Proposer's responsibility to check the Georgia Procurement Registry's website
(https://ssl.doas.state.ga.us/gpr/index) for all addenda. All addenda must be signed, dated, and
included in the proposal package. Failure to acknowledge any addendum will result in a non-responsive
determination.
D. Withdrawal and Modification
No proposal may be withdrawn or modified after the proposal deadline. A Proposer may withdraw a
proposal for a clerical error by notifying the Purchasing Department in writing within 48 hours of the
proposal opening.
E. Right to Reject
Spalding County reserves the right to reject any or all proposals; waive technicalities and informalities;
re-advertise; request best-and-final offers; or cancel this solicitation at any time, for any reason, without
liability to any Proposer. The County will make an award within 60 days of the proposal deadline unless
the selected Proposer agrees in writing to a longer period.

F. Federal Requirements
This contract is funded with federal JJIG grant funds and is subject to all applicable federal statutes,
regulations, and executive orders, including but not limited to:
* 2 CFR Part 200 - Uniform Administrative Requirements, Cost Principles, and Audit
Requirements for Federal Awards
* Title VI of the Civil Rights Act of 1964 and the Civil Rights Restoration Act of 1987
* Americans with Disabilities Act (ADA) and Section 504 of the Rehabilitation Act of 1973
* Debarment and suspension regulations (2 CFR Part 180); Proposers must be registered and
active in SAM.gov
* Juvenile Justice and Delinquency Prevention Act (JJDPA), as reauthorized
In accordance with Title VI, Spalding County hereby notifies all Proposers that no person shall, on the
grounds of race, color, national origin, sex, age, or disability, be excluded from participation in, denied
the benefits of, or otherwise subjected to discrimination under any program or activity funded in whole
or in part with federal funds.
G. Non-Collusion
By submitting a proposal, the Proposer certifies that it has not entered into any agreement,
combination, or collusion with any other Proposer or party in restraint of free, competitive proposing.
Collusion and fraud will be reported to the Georgia Attorney General and the U.S. Department of
Justice.
H. Public Records
All proposals and supporting documentation become subject to the Georgia Open Records Act upon
the award of a contract or the cancellation of a procurement. Labeling materials as "Confidential" or
"Proprietary" does not exempt them from disclosure.
I. Georgia Security and Immigration Compliance
The selected Contractor must comply with O.C.G.A. 13-10-91 and Georgia Department of Labor Rule
300-10-1-.02. The Contractor must be registered with and use the federal E-Verify work authorization
program and shall require the same of all subcontractors.

SECTION III - MINIMUM QUALIFICATIONS
Proposals that do not demonstrate all of the following minimum qualifications will be deemed non-
responsive and will not be evaluated further.
1. Experience with FFT-Certified Providers
The Proposer must demonstrate prior experience working with or overseeing Functional Family
Therapy-certified practitioners or organizations. Acceptable evidence includes letters of collaboration,
prior subcontracts, or documented fidelity oversight activities with an FFT-certified provider.
2. Evidence-Based Juvenile Justice Program Experience
The Proposer must demonstrate prior experience administering or managing at least one evidence-
based juvenile justice program administered through the State of Georgia or a comparable state-
administered grant program, including experience with subcontractor oversight, program model
compliance, data collection, and reporting requirements. Documentation must include the program
name, funding source, performance period, and the Proposer's specific role.
3. Organizational Capacity
The Proposer must be a legally organized entity in good standing in the State of Georgia, with the
organizational infrastructure, staffing, and financial capacity to serve as circuit-wide managing entity for
a multi-program, multi-county juvenile justice initiative for the full grant period (July 1, 2026 - June 30,
2027).
4. SAM.gov Active Registration
The Proposer must be registered and active on SAM.gov as of the proposal submission deadline. A
confirmation printout must be included in the proposal package.

SECTION IV - SCOPE OF WORK
The selected managing entity shall provide the following services for the full grant performance period
(July 1, 2026 - June 30, 2027), covering all four counties of the Griffin Judicial Circuit: Spalding,
Fayette, Pike, and Upson.
A. Subcontractor Procurement
* Identify, solicit, and procure qualified subcontractors to deliver both Functional Family Therapy
(FFT) and Thinking for a Change (T4C 5.0) services across the Griffin Judicial Circuit, in
accordance with applicable procurement requirements and subject to Spalding County approval.
* FFT subcontractors must hold current certification from the FFT developer and demonstrate
capacity to serve youth and families in Spalding, Fayette, Pike, and Upson Counties.
* T4C subcontractors must employ facilitators who hold current certification from Evidence Based
Strategists, Inc. (EBS) and are authorized to deliver the T4C 5.0 curriculum.
* Execute formal subcontract agreements with all selected providers before the commencement
of services. All subcontract terms must be reviewed and approved by Spalding County before
execution.
* Verify that all prospective subcontractors are in good standing, properly licensed, insured, E-
Verify compliant, and not debarred or suspended from participation in state or federal programs
before award.
B. Subcontractor Oversight and Contract Compliance
* Serve as the circuit-wide managing entity responsible for coordinating and monitoring
subcontractor performance for both the FFT and T4C 5.0 programs.
* Monitor subcontractor adherence to contract deliverables, program model standards, and CJCC
grant requirements; escalate performance concerns to the Program Coordinator in writing within
five (5) business days of identification.
* Ensure all subcontractors maintain required licensure, certifications, insurance, and E-Verify
compliance for the duration of the contract.
* Coordinate subcontractor invoicing and submit documentation to Spalding County in
accordance with the established reimbursement schedule.
C. Thinking for a Change (T4C 5.0) - Facilitator and Session Management
* Coordinate the scheduling and logistics of T4C 5.0 group sessions across circuit counties,
ensuring a minimum of 35 sessions are delivered during the grant period in accordance with the
T4C 5.0 curriculum.
* Ensure all T4C sessions are facilitated by subcontracted providers employing current EBS-
certified facilitators; the managing entity is not expected to facilitate sessions directly.
* Monitor subcontractor session delivery, attendance records, and session documentation for
completeness and model fidelity compliance.
* Ensure participant completion records are maintained and that completion certificates are
issued to youth who meet the required completion threshold, in coordination with the Program
Coordinator.
* Coordinate with the Program Coordinator regarding session scheduling, participant referrals,
and transportation logistics.
D. FFT Subcontractor Coordination
* Coordinate with the FFT-certified subcontractor to ensure timely delivery of family therapy
services to referred youth and families across circuit counties.

* Review subcontractor session logs, participant records, and fidelity documentation every month
and communicate findings to the Program Coordinator.
* Facilitate communication between the FFT subcontractor and Spalding County's Program
Coordinator regarding referrals, caseload status, and service gaps.
* Ensure the FFT subcontractor adheres to all contractual deliverable timelines and escalate any
performance issues to the Program Coordinator promptly.
E. Data Reporting to Program Coordinator
* Collect and compile participant-level data from all subcontractors every month, including referral
dates, enrollment status, session attendance, and service delivery documentation.
* Submit compiled data reports to the Spalding County Program Coordinator by the 10th of each
month, in a format specified by the Program Coordinator.
* Promptly notify the Program Coordinator of any data gaps, reporting deficiencies from
subcontractors, or critical incidents involving program participants.
* Cooperate fully with the Program Coordinator in responding to CJCC data requests, grant
monitoring reviews, and program audits.

SECTION V - PROPOSAL FORMAT AND CONTENT
Proposals shall be organized using the following tabbed structure. Each tab must be clearly labeled.
Proposals that do not follow this format may be deemed non-responsive.
Tab 1 - Cover Letter and Executive Summary
A signed cover letter on the Proposer's letterhead, identifying the firm and the authorized
representative, and confirming the Proposer's understanding of the scope and commitment to the
contract term. An executive summary of no more than two (2) pages describing the Proposer's
qualifications and approach.
Tab 2 - Firm Qualifications and Key Personnel
A description of the Proposer's organizational structure, mission, and history relevant to juvenile justice
and evidence-based program management. Resumes or qualification summaries for all key personnel
assigned to this contract, including identification of the proposed project manager. Documentation of
prior experience working with or overseeing FFT-certified providers. Current Certificate of Good
Standing from the Georgia Secretary of State.
Tab 3 - Relevant Experience and References
Descriptions of at least three (3) comparable engagements completed within the past five (5) years,
each addressing: program name and funding source, geographic scope, the Proposer's specific role,
outcomes achieved, and the Proposer's specific subcontractor management responsibilities. At least
one engagement must involve an evidence-based juvenile justice program administered through the
State of Georgia or a comparable state agency. Three (3) professional references must be provided for
each comparable engagement, including the contact name, title, organization, telephone number, and
email address.
Tab 4 - Technical Approach and Work Plan
A narrative describing the Proposer's specific methodology for each scope element: subcontractor
procurement; subcontractor oversight and contract compliance; T4C facilitator and session
management; FFT subcontractor coordination; and data reporting to the Program Coordinator. The
narrative should address how the Proposer will manage subcontractors and ensure model fidelity
across Spalding, Fayette, Pike, and Upson Counties. A proposed project schedule with key milestones
aligned to the deliverables table in Section IV.
Tab 5 - DBE Participation / Good Faith Efforts Documentation
Documentation of proposed Disadvantaged Business Enterprise (DBE) participation or a Good Faith
Efforts narrative as described in Section VI.
Tab 6 - Required Forms and Certifications
All required forms listed in Section VII have been completed, signed, and dated.
Cost Proposal (Separate Sealed Envelope)
The Cost Proposal must be submitted in a separate, sealed, and clearly labeled envelope and must
include the completed Cost Proposal Form (Section VII). Proposers must propose: (1) a per-participant
managing entity fee for FFT and a proposed per-participant subcontractor rate for FFT service delivery;

(2) a per-session managing entity fee for T4C and a proposed per-session subcontractor rate for T4C
facilitation; and (3) lump-sum components for overall contract management and data reporting
functions. All proposed costs must fall within the program budget caps established in Section I.
