at which time and place the proposals will be publicly opened and read aloud. Proposals received after
the designated time will not be considered. The OWNER of the project is Spalding County. The
ENGINEER for the project is LJA Engineering, Inc.
An official Pre-Bid Meeting will be held on Friday, June 19, 2026, 10:00 AM, at the project site located at
825 Memorial Drive, Griffin, GA. After an initial presentation by the Architect, potential bidders will be
led on a tour of the facility to become familiar with the existing conditions. The Pre-Bid Meeting is not
mandatory. Site visits outside the official Pre-Bid Meeting cannot be guaranteed.
The approximate extent and character of the Work is generally described as follows:
Renovations to the Spalding County Board of Elections Office will include interior renovations,
improving storage and handling areas for election equipment, ballots, and official records, updates to
HVAC systems and staff support spaces, such as break rooms, conference rooms, and training areas,
and improvements to technology and communication infrastructure.
The work includes, but is not limited to reorganizing office and operational spaces, upgrading public
reception and voter service areas, replacing interior finishes and lighting, and installation of a fire
suppression system.
Bidding Documents/Project Manual must be obtained by prospective Bidders at the Issuing Office: LJA
Engineering, Inc., 350 Airport Road, Griffin, Georgia 30224, 770-412-7700.
In order to obtain a complete hard copy set of the Bidding Documents/Project Manual and be on record
as an Official Bidder prospective Bidder shall provide a copy of current Commercial General Contractor
License as issued by the State of Georgia together with non-refundable payment of $200.00. Digital
versions of the Bidding Documents/Project Manual may be obtained for a non-refundable payment of
$75.00. Bidder shall also provide a letter from the Surety Company verifying the Bidder has the bonding
capacity as outlined for the project and that the Surety Company will bond projects for Contractor as
outlined in the specifications. The OWNER is not obligated to consider a Bidder's proposal if Bidder is
not on record with the Issuing Office as having received complete Bidding Documents/Project Manual
from the Issuing Office.
Contractor questions regarding the bid should be directed to Jason Graham via email at
jagraham@lja.com. All questions must be submitted in writing. The last day for contractor questions is
12:00 PM, local time Wednesday, July 1, 2026.

The time allowed for Substantial Completion is 90 days, and the time allowed for completion and
readiness for final payment is 105 days from the date of commencement.
Each Bid must be accompanied by a Bid Bond completed on the attached Bid Bond Form with good
and sufficient surety or sureties approved by the owner for faithful acceptance of the contract, payable
to, in favor of, and for the protection of the OWNER in an amount equivalent to five (5%) of the total
amount payable by the terms of the contract, in lieu thereof, in the form of a certified check, cashier's
check, or cash in equal amount.
Performance and Payment Bonds, each in an amount at least equal to 110 percent of the contract
amount, and a Certification of Insurance will be required.
A Certification of Insurance will be required from the low bidder prior to award of the Contract.
All Bids will remain subject to acceptance for ninety days after the day of the Bid opening, but OWNER
may, in its sole discretion, release any Bid and return the Bid security prior to that date.
The Owner reserves the right to reject any or all Bids, to waive formalities and re-advertise.
