South Trunk Wastewater Capacity Upgrades - Contract 3

Submissions marked "COR25-00157 – South Trunk Wastewater Capacity Upgrades - Contract 3" will be received by the City of Regina (see Part 1.5.1 of the RFP), no later than 2:00:00 p.m. Central Standard Time, on Thursday April 9, 2026, for Submission 1, and, Friday April 10, 2026, for Submission 2.

The City of Regina seeks proposals from qualified firms with a demonstrated track record in installing reinforced concrete pipes through trenchless methods. The South Trunk Wastewater Capacity Upgrades Project is the continuation of a multi-year, multi-million-dollar initiative to systematically increase the capacity of the City's wastewater collection system. Phase 3 involves trenchless installation of approximately 1100m of 1980mm inner diameter sewer from the pipe stub, south through Government of Canada Lands, the Royal Regina Golf Course and Rambler Park.

The scope of work encompasses a variety of tasks, including, but not limited to below:

• Shaft Construction
• Micro-tunnelling Installation
• Monitoring and Protection
• Manhole installation
• Restoration
• Environmental Management,among others

Unless otherwise indicated, and subject to applicable exceptions and exclusions, this procurement is covered by:

Chapter 5 of the Canadian Free Trade Agreement
Chapter 19 of the Comprehensive Economic and Trade Agreement
Article 14 of the New West Partnership Trade Agreement

There will not be a public opening however the list of firm names who submitted a response will be posted to the Sasktenders website.

There will be a video conference pre-submission meeting using Microsoft Teams on Thursday, March 26, 2026, at 1:00 PM CST (SK) for any interested proponents. Please email the RFP Contact set out in section 1.2 of the RFP to request an invitation to the online meeting by Wednesday, March 25, 3:00 PM CST (SK).
