SIGNS AT OR NEAR INTERSECTIONS SHALL BE PLACED SO THAT THEY DO NOT OBSTRUCT A MOTORIST'S LINE OF SIGHT.

THE CONTRACTOR SHALL DOCUMENT AND REPORT WORK ZONE INCIDENTS USING EITHER THE DEPARTMENTS
WORK ZONE INCIDENT FORM, OR THE CONSTRUCTION INCIDENT REPORTING FORM, AS APPROPRIATE.

ALL WARNING AND REGULATORY SIGNS SHALL BE POSTED ON BOTH SIDES OF MULTI-LANE DIVIDED HIGHWAYS,
MULTI-LANE RAMPS, AND ONE-WAY STREETS. IN CASES WHERE LANE RESTRICTIONS REDUCE THE TRAVEL LANE TO ONE

THE CONTRACTOR SHALL MAINTAIN TRAFFIC THROUGHOUT THE LENGTH OF THE CONTRACT IN ACCORDANCE

LANE, SIGNS SHALL BE POSTED ON THE RIGHT SIDE OF THE ACTIVE TRAVEL LANE, UNLESS OTHERWISE AUTHORIZED BY

MANUAL OF UNIFORM TRAFFIC CONTROL DEVICES (MUTCD) WITH THE NEW YORK STATE (NYS) SUPPLEMENT,
THE TEMPORARY TRAFFIC CONTROL DETAILS IN THE PLANS AND PROPOSAL OF THIS CONTRACT, AND AS
DIRECTED BY THE ENGINEER (ADBE).
5.
THE DIMENSIONS OF WORK ZONE TRAFFIC CONTROL SIGNS ARE DESCRIBED IN THE MUTCD. ANY CHANGES TO THE
DIMENSIONS SHALL BE APPROVED BY THE OWNER OR HIS/HER DESIGNEE.
6.
FOR TYPICAL APPLICATIONS OF TRAFFIC CONTROL DEVICES IN CONSTRUCTION AREAS NOT SPECIFIED IN
THE PLANS, THE PROVISIONS OF PART 6 OF THE NATIONAL MUTCD WITH NYS SUPPLEMENT AND THE
CURRENT STANDARD SHEETS SHALL APPLY. THE STANDARDS OF APPLICATION NOTED THEREIN AND ON
THE PLANS ARE TO BE CONSIDERED MINIMUM STANDARDS.
6.
SIGNS INFORMING AND DIRECTING PEDESTRIANS SHALL BE ILLUMINATED TO BE VISIBLE AT 50 FEET AND LEGIBLE AT
10 FEET DURING HOURS OF DARKNESS.
7.
NYR9-12 SHALL BE USED IN PLACE OF NYR9-11 WHEN A REDUCED REGULATORY SPEED LIMIT SIGN IS AUTHORIZED.

PRIOR TO THE START OF ANY WORK OPERATIONS, ALL RELATED WORK FOR PROPOSED TEMPORARY TRAFFIC
CONTROL, ADBE, SHALL BE COMPLETE. THIS INCLUDES BUT IS NOT LIMITED TO, ALL SIGNS, SIGNALS,
PAVEMENT MARKINGS, BARRIERS, DELINEATION (CONES, DRUMS, ETC.), FLAGGERS, PAVEMENT MODIFICATIONS,
AND ANY OTHER RELATED WORK.
DELINEATION AND GUIDING DEVICES
1.
WHERE POSSIBLE ALL CHANNELIZING AND GUIDING DEVICES ARE TO BE PLACED SO AS TO PROVIDE A MINIMUM 2'
LATERAL CLEARANCE TO THE TRAVELED WAY.
BARRIER / SHADOW VEHICLES

A SHADOW VEHICLE IS REQUIRED FOR SETTING UP OF TEMPORARY TRAFFIC CONTROL SIGNS AND DEVICES. THE COST OF
A SHADOW VEHICLE EQUIPPED WITH A TRUCK MOUNTED ATTENUATOR SHALL BE INCLUDED IN THE PRICE BID FOR BASIC
WORK ZONE TRAFFIC CONTROL.
2.
BARRIER VEHICLES SHALL BE USED AT ANY TIME THE MINIMUM BUFFER SPACE CANNOT BE ACHIEVED.
BUMPS
1.
DURING THE COURSE OF THIS PROJECT, THE CONTRACTOR SHALL KEEP THE TRAVEL WAY FREE OF BUMPS THAT MAY BE CREATED BY
THE CONTRACTORS WORK OPERATIONS. A BUMP IS DEFINED AS A PAVEMENT CONDITION CONSIDERED BY THE ENGINEER TO BE
SUFFICIENTLY ABRUPT TO CAUSE CONSIDERABLE DISCOMFORT, CARGO SHIFTING, OR DEFLECTION OF A VEHICLE FROM ITS TRUE COURSE
AT PREVAILING DRIVING SPEEDS. THE CONTRACTOR SHALL PROVIDE TEMPORARY RAMPS FOR ALL BUMPS CREATED BY THE CONTRACTORS
WORK OPERATIONS, INCLUDING MILLING AND PAVING. THE CONTRACTOR IS RESPONSIBLE FOR PLACEMENT AND REMOVAL OF THESE RAMPS.
TEMPORARY RAMPS SHALL BE CONSTRUCTED FROM BITUMINOUS PATCHING MATERIAL (PLANT MIX OR SUITABLE "WINTER MIX") SO AS TO
CREATE THE SMOOTHEST TRANSITION POSSIBLE (6:1 FOR = 45 MPH, 10:1 FOR > 45 MPH, OR ADBE). THESE RAMPS SHALL BE
MAINTAINED AND REMAIN IN PLACE UNTIL THE NEED FOR RAMPING IS ELIMINATED BY SUBSEQUENT WORK OPERATIONS. THE COST BID
FOR THIS WORK SHALL BE INCLUDED IN THE PRICE BID FOR BASIC WORK ZONE TRAFFIC CONTROL.
2.
A W8-1 "BUMP" SIGN SHALL BE PLACED ON ALL APPROACHES WHERE A BUMP IS PRESENT IN THE ROADWAY. WHERE NUMEROUS BUMPS
OR DIPS OCCUR, THE W8-1 "BUMP" SIGN SHALL BE REPLACED WITH A W8-8 "ROUGH ROAD" SIGN. AN OBJECT MARKER (OM1-1) OR A
DRUM WITH A TYPE "B" FLASHING WARNING LIGHT SHALL BE INSTALLED ON THE RIGHT SIDE OF THE ROADWAY AT THE BUMP. ON
DIVIDED HIGHWAYS, AN OBJECT MARKER OR A DRUM WITH A TYPE "A" FLASHING WARNING LIGHT SHALL BE INSTALLED ON BOTH SIDES
OF THE HIGHWAY.
3.
WHEN MAINTAINING TRAFFIC ON PAVED OR MILLED SURFACES, THE CONTRACTOR SHALL MARK ALL HAZARDS PROJECTING UP FROM THE
DRIVING SURFACE (I.E. VALVES, MANHOLES, ETC.). THE CONTRACTOR SHALL PROVIDE TEMPORARY RAMPS FOR ALL VALVES, MANHOLES,
ETC. LOCATED WITHIN THE TRAVEL LANES. THE CONTRACTOR IS RESPONSIBLE FOR PLACEMENT AND REMOVAL OF THESE RAMPS.
TEMPORARY RAMPS SHALL BE CONSTRUCTED FROM BITUMINOUS PATCHING MATERIAL (PLANT MIX OR SUITABLE "WINTER MIX") SO AS TO

UNTIL THE NEED FOR RAMPING IS ELIMINATED BY SUBSEQUENT WORK OPERATIONS. THE COST BID FOR THIS WORK SHALL BE INCLUDED
IN THE PRICE BID FOR BASIC WORK ZONE TRAFFIC CONTROL.
8.
IF AT ANY TIME THE ENGINEER DETERMINES THAT TRAFFIC IS NOT BEING PROPERLY MAINTAINED WITHIN A
WORK ZONE, THE CONTRACTOR SHALL IMMEDIATELY CORRECT THE INDICATED DEFICIENCY, ADBE.
9.
TRAFFIC CONTROL DEVICES SHALL BE KEPT IN PROPER POSITION, CLEAN, AND LEGIBLE, REGARDLESS OF
VARYING CONDITIONS.
10.
WEEDS, SHRUBBERY, CONSTRUCTION MATERIALS, EQUIPMENT, VEHICLES OR WORKERS SHALL NOT OBSCURE
TRAFFIC CONTROL DEVICES OR OBSTRUCT TRAFFIC. THE CONTRACTOR SHALL BE REQUIRED TO TRIM ANY
FOLIAGE OBSTRUCTING THE VISIBILITY OF ANY TRAFFIC CONTROL DEVICES WHETHER PERMANENT, TEMPORARY
OR CONSTRUCTION, ADBE. THE COST SHALL BE INCLUDED IN THE PRICE BID FOR BASIC WORK ZONE TRAFFIC
CONTROL.
WORK AREA
1.
THE CONTRACTOR SHALL MAINTAIN A MINIMUM 500' LONGITUDINAL DISTANCE BETWEEN CONSTRUCTION
OPERATIONS ON ALTERNATE SIDES OF THE ROADWAY, UNLESS OTHERWISE APPROVED BY THE ENGINEER.
2.
ALL TRAFFIC CONTROL DEVICES INITIALLY FURNISHED FOR THIS PROJECT SHALL BE IN ACCEPTABLE CONDITION AS
DEFINED IN THE QUALITY GUIDELINES FOR TEMPORARY TRAFFIC CONTROL DEVICES HANDBOOK PUBLISHED BY THE
AMERICAN TRAFFIC SAFETY SERVICES ASSOCIATION (ATSSA). AS THE CONDITION OF DEVICES DETERIORATE OVER TIME,
THOSE THAT FALL BELOW THE MARGINAL CATEGORY SHALL BE REPLACED.
3.
EACH TYPE III CONSTRUCTION BARRICADE USED TO CLOSE A ROADWAY, A SEGMENT OF A ROADWAY OR A SIDEWALK
SHALL BE EQUIPPED WITH ONE TYPE "B" FLASHING WARNING LIGHT.
4.
CONES AND TUBULAR MARKERS SHALL NOT BE USED AS CHANNELIZING DEVICES ON TAPERS IN A WORK ZONE MAINTAINED
DURING HOURS OF
PUBLIC ACCESS
1.
PROPERTY OWNERS WHOSE DRIVEWAYS WILL BE MADE INACCESSIBLE SHALL BE NOTIFIED BY THE CONTRACTOR AT LEAST
1 WEEK PRIOR TO RESTRICTING USE OF THE DRIVEWAY. FOR MULTIPLE ACCESS PROPERTIES, AT LEAST ONE DRIVEWAY
SHALL BE OPEN AT ALL TIMES. ACCESS SHALL BE RESTORED TO ALL DRIVEWAYS AS SOON AS POSSIBLE.
MILLING OPERATIONS
1.
WHEN TRAFFIC IS MAINTAINED ON A ROADWAY DURING MILLING OPERATIONS, THE CONTRACTOR SHALL COORDINATE THEIR WORK
OPERATIONS SUCH THAT NO LONGITUDINAL DROP-OFFS ARE EXPOSED TO TRAFFIC AT THE END OF THE DAY.
2.
THE CONTRACTOR SHALL NOT RUN TRAFFIC ON MILLED SURFACES FOR MORE THAN TWO DAYS.
3.
PRIOR TO THE START OF ANY WORK OPERATIONS, THE CONTRACTOR IS RESPONSIBLE FOR THE DOCUMENTATION OF EXISTING PAVEMENT
MARKINGS AND THEIR LOCATIONS. THIS INVENTORY IS TO BE USED FOR THE RE-ESTABLISHMENT OF THESE MARKINGS. THE EIC WILL
BE GIVEN ONE WEEK TO REVIEW AND APPROVE THE INVENTORY AND SKETCH. NO MILLING OR RESURFACING IS TO START UNTIL THE
CONTRACTOR RECEIVES APPROVAL. THE COST OF THIS WORK TO BE INCLUDED IN THE PRICE BID FOR SURVEY AND STAKE OUT.
VMS
1.
THE CONTRACTOR SHALL PROVIDE A MINIMUM OF ONE PORTABLE VARIABLE MESSAGE SIGN (PVMS) TO BE USED AT VARIOUS
LOCATIONS AND FOR SPECIFIC OPERATIONS AS STATED IN THE CONTRACT PLANS. DISPLAY MESSAGES THAT ARE NOT INCLUDED
IN THE CONTRACT PLANS SHALL BE APPROVED BY THE EIC.
2.
WHEN TWO OR MORE AREAS ARE ADJACENT, OVERLAP OR ARE IN CLOSE PROXIMITY, THE CONTRACTOR SHALL
ENSURE THERE ARE NO CONFLICTING SIGNS AND THAT LANE CONTINUITY IS MAINTAINED THROUGHOUT ALL
WORK AREAS.
3.
THE CONTRACTOR SHALL COORDINATE ANY WORK WITH OTHER CONTRACTORS, UTILITY COMPANIES, OR
MUNICIPALITIES IN ORDER TO ENSURE ALL TRAFFIC IS PROPERLY AND SAFELY MAINTAINED AND PROTECTED.
CONTRACTORS VEHICLES
1.
VEHICLES OR EQUIPMENT ARE NOT TO BE PARKED WITHIN THE CLEAR ZONE AS SHOWN ON THE PLANS, ALONG
THE ROADWAY USED BY THE GENERAL PUBLIC, OR ANY OTHER AREAS DEEMED HAZARDOUS BY THE ENGINEER.
2.
VEHICLES PARKED BEHIND GUIDE RAIL/ BARRIER SHALL BE PARKED BEYOND THE GUIDE RAIL/ BARRIER
DEFLECTION DISTANCE.
3.
VEHICLES BELONGING TO OR USED BY THE CONTRACTOR OR WORKERS SHALL NOT BE PARKED ON A SHOULDER
OR IN THE MEDIAN ADJACENT TO AN ACTIVE LANE. DURING NON-WORKING HOURS, THE CONTRACTOR SHALL
NOT PARK EQUIPMENT OR STORE MATERIALS WITHIN 30 FEET OF THE EDGE OF AN ACTIVE LANE OR WHERE
IT IS DEEMED A SAFETY HAZARD TO THE TRAFFIC BY THE ENGINEER.
4.
VEHICLES BELONGING TO THE CONTRACTOR OR THE CONTRACTOR'S EMPLOYEES SHALL NOT BE PARKED IN A
MANNER WHICH OBSTRUCTS SIGNS, BARRIERS, BARRICADES, OR OTHER TRAFFIC CONTROL DEVICES. VEHICLES
BELONGING TO THE CONTRACTOR OR THE CONTRACTOR'S EMPLOYEES ALSO SHALL NOT BE PARKED IN A
MANNER WHICH INTERFERES WITH ACCESS TO ABUTTING PROPERTIES.
DETOURS / DIVERSIONS
1.
UNTIL THE PROPOSED DETOUR/DIVERSION CAN BE OPENED, TRAFFIC WILL BE MAINTAINED OVER THE EXISTING
ROADWAY AND STRUCTURE.
2.
TO MAKE CERTAIN THAT ALL DETOUR SIGNS ARE LEGIBLE AND PROPERLY POSITIONED THE CONTRACTOR MUST
PATROL EACH DETOUR DAILY. THE ENGINEER WILL DETERMINE WHETHER DAMAGED SIGNS SHOULD BE
REPAIRED OR REPLACED.

SUITABLE RAMPS SHALL BE INSTALLED TO MAINTAIN SMOOTH TRANSITIONS FROM RESIDENTIAL AND COMMERCIAL

THE CONTRACTOR SHALL PLAN AND INCORPORATE ACCESS POINTS INTO THE WORK ZONE SUCH THAT, TO THE EXTENT
PRACTICAL, THE CONTRACTOR'S VEHICLES ENTERING AND LEAVING THE WORK ZONE SHALL NOT IMPEDE THE MOVEMENT
OF THROUGH TRAFFIC IN THE ADJACENT OPEN LANES.

WHEN DIRECT ACCESS TO DRIVEWAYS IS NOT POSSIBLE DUE TO NECESSARY CONSTRUCTION OPERATIONS, THE
CONTRACTOR SHALL PLAN ALTERNATIVE MEANS OF ACCESS AND SUBMIT SUCH PLANS TO THE ENGINEER FOR APPROVAL.
COST FOR THIS WORK SHALL BE INCLUDED IN THE PRICE BID FOR BASIC WORK ZONE TRAFFIC CONTROL.
NOTIFICATIONS AND EMERGENCY ACCESS
1.
THE CONTRACTOR IS REQUIRED TO CONTACT THE APPROPRIATE SCHOOL AND EMERGENCY SERVICES ORGANIZATIONS WITH
RESPECT TO THE EFFECT OF ROAD WORK, TRAVEL LANE REDUCTIONS, INTERSECTION CLOSURES, AND DETOURS ON
OPERATIONS. THIS CONTACT SHALL BE MADE AS CONDITIONS CHANGE AND AT LEAST TWO WEEKS PRIOR TO
IMPLEMENTING EACH TRAFFIC PHASE AND/OR DETOUR TO ALLOW ADEQUATE TIME FOR THE ORGANIZATIONS TO
COORDINATE AND MAKE NECESSARY ADJUSTMENTS TO RESPONSE SCHEDULES AND ROUTES.
LANE WIDTHS
1.
UNLESS AUTHORIZED BY THE ENGINEER, THE MINIMUM LANE WIDTHS FOR WORK ZONE TRAVEL LANES SHALL BE AS FOLLOWS:
FREEWAYS AND/OR EXPRESSWAYS IS 11'. THE MINIMUM LANE WIDTH FOR ALL OTHER TYPES OF ROADWAYS IS 10'.

A WRITTEN NOTE SHALL BE PROVIDED TO THE ENGINEER, A MINIMUM OF 21 CALENDAR DAYS IN ADVANCE OF PERFORMING
ANY WORK THAT RESULTS IN THE REDUCED WIDTH OF AN EXISTING ROADWAY, SO THAT THE ENGINEER MAY NOTIFY THE
REGIONAL PERMIT ENGINEER IN A TIMELY MANNER.
LANE CLOSURES
1.
THE CONTRACTOR SHALL NOT MIX CHANNELIZATION DEVICES IN A LINEAR CLOSURE OR TAPER I.E. CONES, VERTICAL
PANELS AND DRUMS SHALL NOT BE USED IN THE SAME TAPER OR CLOSURE. HOWEVER, DIFFERENT CHANNELIZATION
DEVICES MAY BE USED IN DIFFERENT AREAS OF A PROJECT.
LOCATION OF VARIABLE MESSAGE SIGNS:
A.
VARIABLE MESSAGE SIGNS SHALL BE PLACED WHERE THEY ARE VISIBLE TO TRAFFIC AT LEAST ONE HALF MILE AWAY,
BOTH DAY AND NIGHT.
B.
WHERE TWO VARIABLE MESSAGE SIGNS ARE NEEDED TO COMMUNICATE MULTIPLE MESSAGES, UNITS ARE TO BE PLACED ON
THE SAME SIDE OF THE HIGHWAY A MINIMUM DISTANCE OF 1,000 FEET APART.
C.
VARIABLE MESSAGE SIGNS ARE TO BE PLACED BEYOND THE SHOULDER WHEREVER PRACTICAL.

IF, IN THE OPINION OF THE ENGINEER, SHORT TERM LANE CLOSURES ARE CREATING EXCESSIVE DELAYS TO TRAFFIC OR
ARE CREATING A SAFETY CONCERN DUE TO SLOW OR STOPPED TRAFFIC, AFFECTED LANE CLOSURES SHALL BE REMOVED
AND THE ROADWAY OPENED TO TRAFFIC.

LANE TAPER LOCATIONS SHALL TAKE ADVANTAGE OF AVAILABLE ESCAPE PATHS SUCH AS WIDE MEDIANS AND SHOULDERS
AND SHOULD AVOID BRIDGES, UNDERPASSES AND OTHER LOCATIONS WITHOUT AVAILABLE ESCAPE PATHS. TAPERS SHALL BE
LOCATED AWAY FROM OTHER CONFLICT POINTS SUCH AS ON-RAMPS OR OFF-RAMPS WHENEVER POSSIBLE.
