https://www.deschutescounty.gov/rfps . Consultants intending to submit proposals must register on-line when retrieving the RFP packet.

The consultant selection process will be carried out according to ORS 279C.110 and
Deschutes County Code. Submittals are due by 2:00 PM on December 5, 2025.

SECTION 1: STATEMENT OF PROJECT
Introduction
South Century Drive is an arterial roadway located in south Deschutes County with an average daily traffic
volume of approximately 8,351 vehicles per day (2023). The roadway connects the community of Sunriver
to US97, and provides principal access to recreational opportunities in the Deschutes National Forest. The
South Century Dr Bridge #16181 is located at Milepost 1.356 and carries vehicle traffic on South Century
Dr over the Burlington Northern Santa Fe (BNSF) railroad. The existing bridge structure is a three-span
concrete slab bridge constructed in 1976, which has a sufficiency rating of 77.2 (2024) and has no load
restrictions. Notable deficiencies of the existing bridge include:
Premature deterioration of concrete substructure elements (abutments, wing walls, columns, bent
caps, etc.)
Premature deterioration of concrete railing and parapets
Cracking within the cast-in-place concrete deck
Spalling within prestressed concrete slabs
Bridge approach settlement
Substandard guardrail and appurtenant elements
Deschutes County Road Department (“Department”) is preparing to rehabilitate the existing S Century Dr
Bridge to salvage the existing substructure and superstructure elements in order to prolong the service life
of the structure. The total project cost, including engineering and construction, is estimated to be
$2,410,000.00. The total estimated project cost is obligated in the Department’s 2026-2030 Capital
Improvement Plan.
The scope of the project will include:
Investigating the cause, severity and extents of portland cement concrete (PCC) deterioration
within the existing bridge structural elements. Investigations shall include field sampling and
laboratory testing of PCC materials.
Repair or replace structural elements as necessary.
Repair concrete deck and install polymer overlay.
Replace bridge expansion joints.
Replace existing bridge rail, pedestrian rail and parapets.
Reconstructing the roadway approaches, including paving and approach guardrail.
Removal of vegetation and other obstructions within the project vicinity.

Key elements of the project will include:
Laboratory testing to investigate the underlying cause of deterioration in the existing concrete
materials.
Coordination with BNSF to ensure compliance with BNSF procedures for construction work in the
railroad right-of-way.
Coordination with utility owners.
Maintaining free-flowing two-way traffic on S Century Dr for most of the duration of the project.
The Department seeks the services of a qualified engineering consultant team (“Consultant”) to provide
preliminary engineering services, including design, surveying, and coordination. Specifically, the
Consultant will provide the following listed services:
1. Material Testing Services - The Consultant shall provide all labor, equipment and materials to
complete a field and laboratory investigation of the existing PCC materials exhibiting deterioration,
in order to identify the primary mechanism driving the accelerated deterioration. The Consultant
shall:

a. Collect a sufficient number of field samples from each concrete element exhibiting
deterioration using industry-approved methods. The County shall provide record drawings
for the bridge structure to aid in selection of sampling locations.
b. Perform laboratory testing on existing PCC materials to identify the root cause of premature
deterioration in the PCC matrix. Laboratory testing shall include, at a minimum,
petrographic examination of the hardened PCC and aggregates.
c. Prepare a report summarizing the findings of the laboratory investigation, including
recommended methods for remediation of afflicted PCC elements.
2. Surveying Services - The Consultant shall provide all labor, equipment and materials to prepare
mapping and complete the design of all elements of the project. The Consultant shall:
d. Perform research of existing records
e. Establish a horizontal control network
f. Establish a vertical control network
g. Conduct a topographic survey
i. In coordination with the County Surveyor:
i. Recover and tie monuments of record
ii. Resolve road centerline alignments
iii. Resolve County road right-of-way
iv. Prepare a Recovery and Retracement Survey Filing Map
ii. Prepare legal description and exhibit map for railroad construction easement.
3. Design Engineering Services - The Consultant shall provide all labor, equipment and materials for
the development of engineered Public Improvement Plans. The Consultant shall:
a. Prepare scoping-level cost estimates for bridge rehabilitation based on the findings of the
material testing report. Present the rehabilitation alternatives to the County for review.
b. Utilizing AASHTO, ODOT, MUTCD, and other industry standards and best practices,
produce project plans for the selected rehabilitation strategy, including 30%, 90% and
100% plan sets and refined construction cost estimates with each submittal.
e. Design storm water runoff control and treatment per the Central Oregon Stormwater
Manual.
f. Develop traffic control plans for the construction phase of the project.
g. Prepare Project special provisions in reference to the current edition of the Oregon
Standard Specifications for Construction. The County shall provide template documents
in Microsoft Word format to assist the preparation of the Special Provisions.
h. Provide an engineer’s construction cost estimate and complete bid schedule for the project.
i. Coordinate project design, utility design, and utility relocation required as part of the project
with utility owners.
j. Coordinate project design with BNSF.
k. Note:
i. Road and other project components shall be designed to current AASHTO and
Deschutes County standards and specifications.
ii. Contract Documents shall incorporate the current Oregon Standard Specifications
for Construction and applicable Deschutes County and ODOT standards.
4. Construction Engineering Services - The Consultant shall provide all labor, equipment and
materials to:
a. Provide appropriate construction period services necessary to answer all project-related
questions.
b. Review the construction contractor’s product submittals.
5. As-Built Bridge Load Rating & Final As-Constructed Drawings - The Consultant shall provide all
labor, equipment and materials to:
a. Complete the as-built Load Rating for the bridge following completion of rehabilitation
improvements in accordance with the procedures outlined in the ODOT LRFR Manual,
2018 edition.

i. Consultant shall use the BRASS-GIRDER software, Version 7.5, to complete the
load rating analysis
b. Provide the Load Rating Summary Report in PDF format, along with electronic files
associated with the Analysis.
c. Complete the final As-Constructed drawings based on markups provided by County.
The Department may determine to have the Consultant provide additional construction engineering
services, including project management and construction inspection, upon execution of an
amendment to the original contract for the survey and design services described above. The
Department will make this determination based on Department staff capacity prior to the
Consultant’s submittal of 90% plans.
General Specifications and Expectations
1. Pre-Design: Attend pre-design meeting with the County to finalize a specific scope of work for the
project to finalize contract with the County for design engineering services.
2. Construction Plans: Prepare construction drawings for the above-defined scope of work. Drawings
shall be complete and correct working drawings and shall be in conformance with current
Deschutes County Standards and Specifications and other industry standards mentioned
previously.
a. The Consultant shall facilitate design of other utilities such as power, natural gas, and
communications by coordinating with each respective utility company as required.
b. The drawings will be prepared by obtaining existing system information from the County
and by field surveying to show existing features. Horizontal and vertical control will be
based on the Central Oregon Coordinate System. Drawings will show physical features,
and will include legal boundaries, tax lots, and tax lot identification.
c. The intent of the drawings is to provide detailed information for construction by a contractor
selected through the competitive bidding process by Deschutes County.
3. Special Provisions: Prepare technical specifications.
a. The County will provide the Consultant with template specifications (in Microsoft Word
format) from a typical project for use in this Project.
b. Technical specifications will include, but are not limited to, general and special
requirements, utility notification requirements, submittal requirements, material and testing
requirements, special construction instructions, project closeout and cleanup, surveying
(construction staking), construction and other specifications as necessary.
4. Plan Review: Submit draft and final drawings with specifications to the Deschutes County Road
Department and other impacted utilities, if necessary, for review. County will pay for any applicable
design review fees. Consultant will contact and coordinate with each agency to expedite the review
process. Consultant shall furnish design files in AutoCAD .dwg format upon request by the County.
5. Final Plans: Prepare final drawings and specifications by revising draft versions as necessary from
review comments. It is expected that the selected Consultant would meet with County staff and
other agencies on a regular basis to review progress and refine draft design concepts. Provide an
illustrative single page (11 x 17) exhibit drawing of the final layout for use in public meetings and
presentations.
6. Contract Documents: Provide Contract/Bid Documents (drawings and specifications) to the
Department for use during bidding. The final documents will include bid quantities in the proposal
based on take-offs from the design drawings. Provide an electronic printer-ready (pdf) set of final
plans in 11 x 17 sheet size and in vector format.
7. Control: Provide survey control data consisting of traverse control points with known X, Y, and Z
coordinates. The points shall be 5/8-inch rebar with horizontal and vertical information and shown
