THIS IS A SOURCES SOUGHT NOTICE. THIS IS FOR MARKET RESEARCH PURPOSES ONLY. This is NOT a solicitation. This is not a Request for Bid, Proposal, or Quote. It does not constitute a solicitation and shall not be construed as a commitment to the Government. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS are available for this notice. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. No reimbursement will be made for any costs associated with providing information in response to this survey. Any information submitted by respondents to this Sources Sought notice is strictly voluntary. Responses will not be returned to the responder. Not responding to this notice does not preclude participation in any future Request for Quote (RFQ), Invitation for Bid (IFB) or Request for Proposal (RFP), if any are issued. This survey is for market research purposes only. Only contractors capable of performing this type of work should respond to this notice.
INTRODUCTION
The U.S. Army Corps of Engineers (USACE) Detroit District is issuing this Sources Sought notice and conducting market research as a means to identify the interest and capabilities of both small and large business entities to provide construction services to construct a combined sewer overflow pump station in the city of St. Clair Shores, Michigan. This is a public works contract for the Macomb County Public Works Commissioner in St. Clair Shores, Michigan. The intention is to procure these services on a competitive basis and award a single Firm-Fixed-Price (FFP) construction contract. Reference Requirement Section below for the Summary Scope of work for this project.
BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALLBUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
REQUIREMENT* for the 9 Mile Pump Station project
Summary Scope: The contractor will provide all materials, labor, equipment, supervision, and administration as necessary to construct a combined sewer overflow pump station in the suburban city of St. Clair Shores, Michigan, which is located approximately 15 miles northeast of downtown Detroit, Michigan. The project site is located near the intersection of two paved, commercial roads and is underlain with multiple existing utilities. The pump station itself will have a designed pumping capacity of 600 cubic feet per second. Work is anticipated to include elements typical of a high-capacity pump station, with the following items specifically noted:
- Establishment and maintenance of sedimentation and erosion control measures within and around the project work area;
- Provision and maintenance of on-site office trailers;
- Demolition of existing pavement, light poles, landscaping, and other improvements within the project work area;
- Re-routing of existing storm, sanitary, electrical, water, natural gas, and communication utilities around the project work area;
- Temporary grading and excavation;
- Steel pile foundations;
- Reinforced concrete floors, pit walls, grade beams, and equipment pads;
- Structural steel;
- Connection to existing, active, high-capacity storm sewers upstream and downstream of the new pump station;
- One or more wet wells with screening, gates, and ancillary equipment;
- Six high-capacity pumps with electrical power, starters, controls, and connections;
- Discharge piping;
- Construction of the single-story, high bay pumphouse building with brick exterior, screening area, pump room, electrical rooms, courtyard, office, and storage spaces;
- Building systems including lighting, heating, air conditioning, restrooms, water, janitor’s closet, partial ceiling, roof, drainage, power, doors, windows, and ancillary features;
- Connection of the new building to public utilities;
- Process monitors and controls;
- Backup power generators with associated fuel connections, power distribution cabling, switchgear, and controls;
- Paved surface lots and driveways;
- Final site grading and restoration.

The North American Industry Classification System (NAICS) Code is anticipated to be 237110 – Water and Sewer Line and Related Structures Construction, which has a small business size standard of $45M in average annual receipts.
Estimated Magnitude of Construction: More than $10M
Place of Performance: St. Clair Shores, Macomb County, Michigan

The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this Sources Sought notice.
