the design, construction, and performance of "Star-of-Life" ambulances.
GENERAL
The Contractor shall furnish all necessary supervision, labor, tools, parts, and equipment required to
perform inspections, maintenance, repairs, and testing of all EMS units and equipment sent to the
service provider. All services provided by the Contractor shall be consistent with industry best
practices, shall meet all applicable federal, state, and local standards and shall follow manufacturer's
recommendations. The Contractor shall repair vehicles in a timely manner to correct deficiencies and
return the vehicle to an in-service status.
The Contractor shall perform services, including inspection, maintenance, testing and repair, at the
Contractor's service facility.
It shall be the responsibility of the City of Atlanta's Department of Public Works- Office of Fleet
Services to arrange for pick-up and delivery of all vehicles and equipment transported to and from the
Contractor's facility. The City of Atlanta will arrange all towing needs unless otherwise requested by
the Office of Fleet Services.
No EMS units shall be taken without prior approval from at least one of two parties, either the Atlanta
Fire Rescue Department or the Department of Public Works- Office of Fleet Services.
The Contractor is responsible for the security of any vehicles or equipment in its custody. The
Contractor's custody includes any on- site work activity at the vendor's facility; the Contractor's
transport of any equipment and its parts from the Contractor's facility to any outside facilities; and any
period that the unit is located at the Contractor's facility. In the event any equipment must leave the
vendor's facility for additional services, the contractor is responsible for the security of said equipment
until it is returned to the City of Atlanta. The Contractor is responsible for all costs associated with

correcting damage attributable to the Contractor while the unit is in the Contract's custody.
QUALIFICATIONS
It is preferred that the successful vendor(s) provides only experienced Emergency Vehicle
Technicians to perform any diagnosis, repair or maintenance services on the vehicles listed in Item 1
of these Specifications. A minimum of three years of experience servicing ambulatory emergency
vehicles is considered an experienced technician under this scope of work.
Factory-authorized technicians are highly preferred and services for diagnosis and repairs.
PROCESS
A blanket purchase order for one (1) hour of diagnosis will be issued for any requested repairs. The
Fleet Maintenance Supervisor or their designee may verbally authorize vendor to complete repairs
immediately upon diagnosis when possible. Written estimates for all repairs must be forwarded to
Fleet Maintenance Supervisor and Purchasing Agent within one (1) business day of diagnosis. Any
additional labor or parts that are required and will result in an increase in the cost or change of scope of
the authorized repairs must be immediately provided to the OFS representative upon confirmation of
the additional repairs or parts. The Department of Public Works- Office of Fleet Services and/or
Atlanta Fire Rescue Department will provide vendors with a list of individuals who can verbally
authorize repairs.
PREVENTATIVE MAINTENANCE
Each inspection, maintenance, and testing of apparatus must meet the minimum requirements of
NFPA 1911 Standard for the Inspection, Maintenance, Testing, and Retirement of In-Service
Automotive Fire Apparatus current edition. Inspections will be conducted utilizing a checklist
developed by the vendor and approved by Atlanta Fire Rescue Department.
Bi-Annual Maintenance
The successful vendor(s) will conduct preventative maintenance inspections on The City's fire and
emergency medical fleet bi-annually (twice a year). Inspections will be conducted utilizing a checklist
developed by the vendor and approved by the Atlanta Fire Rescue Department. The checklist must be
modeled after the NFPA 1911 Standard for the Inspection, Maintenance, Testing, and Retirement of
In-Service Automotive Fire Apparatus current edition. During the second bi-annual inspection the
wheels will be removed for brake inspection.
Maintenance inspections will be conducted at the vendor's facility. Copies of the completed checklist
and any additional vendor-supplied work orders associated with the inspections must be forwarded to
the Fleet Maintenance supervisor within one (1) business day of the completed inspection for each
vehicle. Estimates for any additional work must be forwarded to the Fleet Supervisor and the office
of the purchasing agent within seven (7) calendar days of the maintenance inspection. An updated
purchase order will be issued for work that is approved by the Atlanta Fire Rescue Department. Final
inspections reports and invoices must be submitted no later than the last day of the month in which
inspections were completed.
VEHICLE REPAIR SERVICES
Vendors must be available to accept all vehicles and equipment during their provided business hours.
Additionally, Atlanta Fire Rescue Department operates 24 hours a day, which will require 24/7 on-
call service availability for critical repairs. Vendor facilities must have 24/7 access for vehicle drop
offs, including a lock box for key security after hours. Mobile services may be requested throughout
the contract and must follow the same repair criteria. Vendors must diagnose non-critical vehicle
issues within two business days of vehicle or equipment drop off. Critical repairs must be diagnosed

within one business day of vehicle or equipment drop off. Due to the nature of emergency services, it
is vital that vehicles are repaired quickly and proficiently to ensure the safety of our employees and
efficiency of our agency.
All repairs must be completed by the given completion date. If there are additional delays or additional
parts/services are required, the vendor must coordinate with the Fleet Maintenance Supervisor and/or
AFRD representative to ensure the necessary estimates are approved within 24 hours of additional
diagnosis. Any additional repairs must be approved if not included in the additional repair service
quote.
Any undisclosed delayed completion dates will result in a compounded 5% deduction in service costs
per additional week required through service completion.
All work, materials, components, and systems referenced in these specifications must conform to
applicable federal, state, and local regulations, as well as current industry standards including, but not
limited to, NFPA, FMVSS, SAE, DOT, ASTM, CAAS, and KKK-A-1822-F (or successor standards),
as may apply to emergency vehicle construction, equipment installation, and maintenance practices.

Training:
As part of the services contemplated under this Request for Qualifications (RFQ), the City of Atlanta Fire
Rescue Department invites Respondents to indicate whether they can provide an optional Train-the-
Trainer program intended to facilitate knowledge transfer and develop experienced instructors to teach
ambulance maintenance and repair techniques.
Respondents choosing to propose a Train-the-Trainer program shall describe, at a minimum, the proposed
scope, instructional approach, duration, deliverables, and any associated costs for a three-year sequential
program in accordance with the objectives set forth by Atlanta Fire Rescue Department.
The train-the-trainer program is not a mandatory requirement of this RFQ. Respondent's inability or
election not to propose such a program shall not render the Response non-responsive, shall not result in
disqualification, and shall not, by itself, preclude consideration for award.
If proposed, the Train-the-Trainer program may be considered, at the sole discretion of the Atlanta Fire
Rescue Department, as a value-added component and may be evaluated qualitatively as part of the overall
assessment of qualifications in accordance with the evaluation criteria set forth in this RFQ. No minimum
score, point allocation, or evaluation threshold is associated with this optional component, and the Atlanta
Fire Rescue Department reserves the right to assign such weight, if any, as it deems appropriate.
The inclusion or consideration of an optional Train-the-Trainer program shall not obligate the Atlanta Fire
Rescue Department to select a Respondent offering such a program, nor shall it create any entitlement,
expectation, or right on the part of any Respondent. The Atlanta Fire Rescue Department reserves the
right to accept, reject, or negotiate any optional elements proposed, or to exclude such elements from the
final scope of services, if determined to be in the best interest of the Atlanta Fire Rescue Department.
