PROFESSIONAL ENGINEERING SERVICES
VEHICLE STORAGE BUILDING DESIGN
HARTSVILLE/TROUSDALE COUNTY VOLUNTEER FIRE DEPARTMENT
I. GENERAL INFORMATION
The Hartsville/Trousdale County Volunteer Fire Department (HTCVFD) is soliciting Statements of Qualifications
(SOQs) from qualified and licensed engineering firms to provide professional engineering and design services
for a new vehicle storage building.
This SOQ is issued in accordance with Tennessee Code Annotated § 12-4-106, which requires that professional
services be procured on the basis of demonstrated competence and qualifications, and at fair and reasonable
compensation. Cost information shall not be submitted at this stage of the procurement process.
II. PROJECT DESCRIPTION
The project consists of the design of a building to secure and store six (6) emergency response vehicles. The
proposed structure will be constructed on-site at the existing fire hall, located at:
219 Broadway
Hartsville, Tennessee
The selected firm will prepare complete, stamped construction drawings and specifications suitable for use by
Hartsville/Trousdale County in soliciting competitive bids from qualified contractors.
III. SCOPE OF SERVICES
The selected engineering firm shall provide all professional services necessary to complete the project,
including but not limited to:
1. Evaluation of existing site conditions
2. Coordination with the Fire Department to determine operational and space requirements
3. Preparation of design plans and specifications for a six-vehicle storage facility
4. Design in compliance with all applicable local, state, and federal codes, regulations, and ordinances,
including current building and safety codes
5. Structural, civil, and any required mechanical or electrical design elements necessary for code
compliance
6. Preparation of a complete, final set of construction drawings and specifications suitable for use as a

7. Coordination with applicable permitting and regulatory authorities, as required
IV. SUBMISSION REQUIREMENTS
Firms responding to this SOQ shall submit one (1) Statement of Qualifications that includes, at a minimum, the
following information:
1. Firm name, address, and contact information
2. Description of the firm’s qualifications and areas of expertise
3. Relevant experience with similar projects, particularly municipal or public safety facilities
4. Identification of key personnel to be assigned to the project, including their qualifications and roles
5. Proof of current licensure to practice engineering in the State of Tennessee
6. Evidence of professional liability insurance
7. At least three (3) professional references from comparable projects

V. EVALUATION AND SELECTION
Statements of Qualifications will be evaluated based on the following criteria:
• Demonstrated competence and qualifications of the firm
• Relevant experience with similar projects
• Qualifications and experience of key personnel
• Ability to perform the required services in a timely and professional manner
• Familiarity with applicable codes and regulatory requirements
Following evaluation, the selection committee may rank firms and enter into negotiations with the highest-
ranked firm to establish a fair and reasonable scope and fee, in accordance with T.C.A. § 12-4-106. If
negotiations are unsuccessful, the Fire Department reserves the right to terminate negotiations and proceed
with the next most qualified firm.
VI. RESERVATION OF RIGHTS
The Hartsville/Trousdale County Volunteer Fire Department reserves the right to:
• Reject any or all Statements of Qualifications
• Request additional information or clarification
• Conduct interviews with selected firms
• Waive informalities or irregularities in submissions
Issuance of this SOQ does not obligate the Fire Department or Hartsville/Trousdale County to award a contract
or to pay any costs incurred in the preparation of a response.
VII. NON-DISCRIMINATION
The selected firm shall comply with all applicable state and federal non-discrimination laws and regulations.
VIII. SUBMISSION INSTRUCTIONS
Deadline for submission of qualifications is February 13, 2026 at 2:00 PM (CST).
