1. The RFP cites that the design documents have been completed. Are they able
to be distributed?
The design will be shared with the awarded vendor. The scope of the
project includes electrical switchgear, BMS, split units and VRF cooling in
large spaces".
2. Is the scope of work for construction expected to have constraints on days,
hours, or time of year? As an example, are school spaces remaining active and
occupied and HVAC/IAQ upgrades expected to be planned during the summer
or winter breaks? Or on after hours during the school year with temp isolation
and protection?
The school will be in operation from September to June with most HVAC
work to be completed around the school year calendar and hours. Ideally,
any work that would be disruptive to the learning environment would be
done during the winter and summer breaks.
3. The "Owners Rep" SOW mentions that "Bid Phase" services are required;
however, on the pricing sheet provided (Page 13), there are no pricing lines for
"Bid Phase". Please clarify if "Bid Phase" services are required OR just
"Construction and Closeout Phases?. IF they are required, will a revised price
sheet be provided?
Gilbane will be the majority partner during the Bid Phase and as such we
will require that the awarded Owners Rep will be on call as needed during
that time but will not necessarily be responsible for managing the bid
phase.

during the 24 month construction phase OR "In addition to"?
The Owner's Rep is expected to help the town close out the project
with the CT DAS Office of School Construction. It is anticipated that
this would be included within the 24 months.
5. Please clarify/further define "Gilbanes" Scope of Work in the CM role.
a. For example, is Gilbane the Builder at Risk?
Yes
b. Is the Bid Phase for a new GC OR will it include Gilbane bidding to their
various subs?
Gilbane will be bidding to their subs.
6. During "Construction Phase", is the intent to have the "Owners Rep" level of
effort be "FullTime" (40 hours per week) for the 24 month duration?
A 40-hour full-time effort level is likely not to be required for the entirety of
the 24 months but there will be portions of the engagement where it will be
necessary.
7. Please confirm that the "Owners Rep" firms are to provide a "sample contract"
with our bid.
Yes
8. Is it the town's intention to offer the Owners Rep firm a "Lump Sum Price" for
these services?
The expectation is to have a "not to exceed" number in place, however,
billing should be done on an hourly basis dependent upon actual hours
worked when services are being performed for the Town.
9. Is the Town hiring the Commissioning firm directly?
Yes
