ADDENDUM NO. 1
May 8, 2026
RFQ/P Issue Date: April 10, 2026
Sealed Proposals are due no later than May 12, 2026, at 2:00 p.m.
1. QUESTIONS FROM BIDDERS
The following questions were received from bidders. Responses are provided below.
Q1. The scope of work states that commissioning services shall be provided to meet the requirements
of the Connecticut High Performance Building standards. However, the design phase appears to be
completed. CT HPB requires various design phase commissioning services that would appear to be
no longer applicable that include development of the owner's project requirements document,
review of the basis of design document, developing commissioning specifications, multiple design
reviews, etc. Please confirm that all design phase services are not required.
Q1. Response: The design phase is complete. No design services are required from the
Commissioning Agent as part of this RFP.
Q2. Please confirm that all other CT HPB commissioning requirements would still apply that include
training oversight, O&M document review, system's manual review, pre-occupancy commissioning
report, post occupancy commissioning report, ten-month near-end-of-warranty review.
Q2 Response: All other CT HPB commissioning requirements apply to this RFP including
training oversight, O&M document review, system's manual review, pre-occupancy
commissioning report, post occupancy commissioning report and ten-month near-end-of-
warranty review.
Q3. Scope of work section refers to the specifications for various additional scopes of work applicable to
the commissioning services. Specification section 230400 General Conditions for Mechanical
Trades section 1.23, F. states that demonstration shall be recorded by the commissioning agent .
Please confirm that professional video recording of training is in fact desired for this project and
should be carried by the commissioning agent vs. the construction manager.
Q3. Response: The Construction Manager shall be responsible for providing professional video
recording of all owner training.
Q4. Scope of work section refers to the specifications for various additional scopes of work applicable
to the commissioning services. Specification section 01 35 46 Indoor Air Quality Management,
section 1.4, A, 3. states that the Commissioning Agent is to review and approve the final
construction products list. It is highly unusual that the CxA is assigned the task and responsibility
as they are not qualified to approve any materials that could emit any gases, particles or effluent for
air quality. This task, if required, is best performed by an industrial hygienist. Please clarify.
Q4. Response: Delete this requirement. This CxA is not responsible for reviewing or approving
any construction products or materials.
Q5. Is sampling for functional testing desired for repetitive terminal equipment or similar such as VRF
units, zones of radiation (both existing to remain and new), etc. If so, what is the sampling
percentage desired?
Q5. Response: One hundred percent of equipment listed in Specification Section 01 91 13-1.11
shall be tested in accordance with requirements described in Specification Sections 3.1 and
3.5.
Q6. What is the level of functional testing desired for the low flow bypass valve in the heating plant that
is to be replaced? Just operation of the valve or broader function of the existing heating
plant? Please clarify.
Q6. Response: Refer to specification 230993, Section 3.11. The replaced valve shall have
functional testing which should include, but not limited to verifying valve specifications
match design, confirm installation per manufacturers orientation requirements, system is
filled, purged of air and at operating pressure, activation/ opening test, closing/ deactivation
test, flow rate verification, pressure differential test and temperature stability test.
Differential static pressure setpoint (determined by the balancer) shall be checked against
loop minimum flow rate as indicated on drawings. The overall boiler plant added sensors
and monitoring points as well as valve function shall be tested to confirm complete system
operation.
Q7. The RFP states that contractor's pollution liability insurance is to be carried. As a commissioning
agent not responsible for the installation or provision of any materials it is highly unusual that a
commissioning agent is required to carry this insurance. Please clarify that this is not required.
Q7. Response: Contractor's pollution liability insurance is not required.
Q8. The RFP states that $5 million of excess liability insurance is required. As the commissioning agent
is not responsible for the installation or provision of any materials this is an unusually high value to
be carried. Please confirm that $2 million is acceptable.
Q8. Response: $2 million of excess liability insurance is acceptable.
