Overview
Summary

The Town of Manchester is seeking proposals from qualified Contractors for the collection and hauling of municipal solid waste (MSW), single stream recyclables (SSR), bagged leaves and mixed yard wastes, bulk waste and bulk recyclable items, and food scraps. This contract is for residential curbside collection, collection at Town buildings and facilities, equipment and services related to the operation of the Town of Manchester Landfill and Transfer Station, and collection of food scraps from collections units around Town.

Proposers may submit responses to any or all of the four service areas.

The Town may award sections of this contract to different Contractors as described in this Request for Proposals (RFP) and as determined to be in the best interest of the Town.

The four major service areas that the Town desires include:

  1. Curbside collection and transportation of MSW, SSR, bagged leaves and mixed yard wastes, and bulk waste items at approximately 16,500 residential dwelling units throughout Town. Currently, these services include weekly MSW collection at each dwelling unit, biweekly SSR collection at each dwelling unit, weekly bagged leaves and mixed yard waste collection at each dwelling unit, and up to two bulk waste collections at each dwelling unit each year. MSW and SSR carts are provided to residents by the Town; new carts and parts are provided by the Town and the Contractor is responsible for repairing and changing them out as necessary. Cart sizes are generally 65 gallons for MSW and 95 or 65 gallons for SSR. Some dwelling units have two SSR carts.
  2. Collection of MSW and SSR at Town buildings, parks, bus stations, and facilities. Collection schedule and container sizes vary based upon site-specific needs. MSW and SSR carts are supplied by the Town. Larger collection containers are to be provided and maintained by the selected Contractor.
  3. Equipment and services related to the Town of Manchester Landfill and Transfer Station on Olcott Street including, but not limited to, providing: collection containers and equipment of various types and sizes, providing waste or recyclables transportation services as necessary, and transporting sludge from the Hockanum River Water Pollution Control Facility to the Manchester Sanitary Landfill as necessary. The selected Contractor will be responsible for maintaining equipment provided to the Town.
  4. Food scraps are currently collected at five locations throughout Town. The Town anticipates increasing the number of food scrap collection units this year. Collection of food scraps includes the transport of these source-separated organic wastes to an organics management facility approved by the Town. In addition to collection and transportation, the disposal / management costs for these organic materials are to be included by the Contractor for these services.

The selected Contractor(s) will transport MSW and SSR collected under this agreement to permitted DEEP solid waste facilities within thirty miles of the Manchester Landfill and Transfer Station. The disposal / management facilities shall be designated and/or approved by the Town. The Town currently has a disposal / management agreement in place for the management of MSW and SSR at facilities owned and operated by Murphy Road Recycling (MRR) within 30 miles of Manchester Town Hall. This existing agreement is valid through June 30, 2027.

The Town intends to interview qualified Proposers, and will negotiate services and rates with the selected Contractor(s). The term of this contract is for two years with the potential for two 2-year extensions (up to six years total).

Background

The Town of Manchester is a diverse community of approximately 60,000 residents with over 210 miles of public and private roadway within its 27 square miles. The residential curbside collection services in this solicitation are for one, two, three, and four family residences in Town. Town facilities and food scrap collection units are located throughout the Town's borders.
