Overview
Summary

The County intends to contract for design-build services associated with the Solid Waste Pump Station 201 Improvements project. Pinellas County Solid Waste's asset lift station 201 (Pump Station 201) needs improvements. Pump Station 201 at the Solid Waste Disposal Complex is 725 gallons per minute (gpm), 45 horsepower (hp), and a triplex lift station. The lift station utilized Flygt pumps and a Flygt-manufactured control panel. The control panel was designed and fabricated to operate a triplex lift station; however, only two pumps (Pump 1 and Pump 3) were installed in the wet well. The County has determined that a third pump will not be required in the future based on operational flows observed since the lift station was installed. Therefore, Pump 3 cycles two times for every time Pump 1 turns on. The county would like to have the control panel modified to allow Pump 1 and Pump 3 to cycle alternatively to minimize excessive wear and tear to Pump 3 and provide an even lifespan to the two pumps.


Wastewater discharged at the lift station through an 8-inch force main with wastewater flow is measured by an 8-inch magnetic flow meter installed downstream of the valve pit. In general, the lift station is working. However, the magnetic flow meter is not reading correctly, likely due to water sloshing back and forth across it when the pumps are turned off. In addition, the valves before and after the magnetic flow meter are non-operational and will require replacement.

Background

The Memorandum of Understanding (MOU) with the City of Pinellas Park requires the wastewater pH to be within a specific range. Also, the Waste-to-Energy Facility contract requires monitoring and metering of the wastewater discharge from the facility. Wastewater is discharged to the lift station through an 8-inch force main with wastewater flow measured by an 8-in magnetic flow meter installed downstream of the valve pit. The magnetic flow meter is not reading correctly, likely due to water sloshing back and forth across the meter when the pumps de-energize. This water action also negatively affects pH readings. In addition, the valves before and after the magnetic flow meter are non-operational and require replacement. The lift station utilizes Flygt pumps and a Flygt-manufactured control panel. The control panel was originally designed and fabricated to operate as a triplex (three-pump) lift station; however, only two pumps (Pump 1 and Pump 3) were installed.
