NOTICE IS HEREBY GIVEN that Bids will be received for the Contract SOLID WASTE MATERIALS 26-058-DOT on or before July 30, 2026 at 2:30 p.m. Solicitation documents, including specifications, may be obtained by email at steven.pasko@dupagecounty.gov or at www.DemandStar.com . All Bids must be received prior to the date and time shown above.
Electronic signatures are allowed and Bids do not have to be notarized. The County accepts no responsibility for transmission failures or content omissions. Bids transmitted in person, by mail or by facsimile ("Fax") will not be accepted.
STATEMENT OF WORKDuPage County (“County”) Division of Transportation (“DOT”) is seeking bids for two distinct services related to the handling of waste materials generated from routine highway maintenance. Prospective bidders may provide either one or both of these services:
1) Testing and analysis of waste materials as requested by the County.
2) Removal of solid waste materials on an as-needed basis from County stockpile locations.
DuPage County DOT generates solid waste, materials that test positive for certain contaminants, primarily from street sweeping activities and excavation spoils. Waste generated from these operations is separated on-site into stockpiles as follows:

Street sweeping: All street sweeping materials are combined into a single stockpile at each location.
- Excavation spoils: Excavation materials are kept in separate stockpiles at each location.
Each pile must be tested individually for contaminants. Materials that test positive are classified as solid waste and shall be disposed of by the awarded bidder to a license and permitted subtitle D, IEPA landfill or transfer station. All testing results shall be forwarded to the County. A chain of custody records shall be provided to the County.
Materials that pass testing and are not required to be disposed of at a licensed and permitted subtitle D, IEPA landfill or transfer station will be considered Clean Construction and Demolition Debris (CCDD). CCDD Materials are not covered under this contract, and the County shall be responsible for coordinating other means of disposal.
