Solid Waste Engineering & Monitoring Services, RFQ 638795

The purpose of this Request for Proposal (RFP) is for the County of Loudoun, Virginia (County) to obtain the services of a qualified engineering firm to perform a variety of tasks to support landfill operations and facility compliance with applicable local, State, and Federal regulations. The general scope of work for the contract resulting from this Request for Proposal will include the following:

1.1. Responding to existing recurring requirements for technical review of data collected through installed and operational environmental monitoring systems;

1.2. Ad hoc landfill engineering, permitting, and environmental engineering services;

1.3. Preparation of summary regulatory compliance reports and recommendations for action;

1.4. Preparation, submittal, and coordination with the Virginia Department of Environmental Quality for Landfill Permit Amendments; and

1.5. The preparation of design and construction bid documents and construction oversight for multiple capital projects.

Pre-Proposal Conference:

A Pre-Proposal conference and site visit will be held on September 19, 2023, at 10:00 a.m. in the Engineer’s Trailer at the Loudoun County Solid Waste Management Facility (LCSWMF or Landfill) located at 21101 Evergreen Mills Road, Leesburg, Virginia 20175 for clarification of any questions on the solicitation.
