1. The United States Army Contracting Command - Detroit Arsenal (ACC-DTA) is issuing a Firm-Fixed Price (FPP) Request for Proposal (RFP) for a 5-Year Requirements type Long Term Contract (LTC). This action is a competitive, total small business set-aside for procurement the following item:

2. The Technical Data Package (TDP) is competitive and limited to DoD and US DoD Contractors only. Access to the TDP is restricted, requiring vendors to submit a request for access in SAM.gov. Access will be granted pending verification of the contractor's active registration in JCP. Section A, narrative A.04 DISTRIBUTION AND DESTRUCTION OF EXPORT CONTROL TECHNICAL DATA PACKAGE includes more information.

3. Packaging Requirements are listed in SECTION D - PACKAGING AND MARKING, D.01 PACKAGING REQUIREMENTS (SPECIAL PACKAGING INSTRUCTIONS)and SECTION J - LIST OF ATTACHMENTS -Exhibit A, Attachment 0001- Attachment 0015.

4. Interested Offerors shall submit a proposal no later than Wednesday, December 18, 2024, at 5:00PM EST via email to the Contract Specialist (diana.jones47.civ@army.mil) and cc the corresponding Contracting Officer (katherine.e.macfarland.civ@army.mil) with the subject header: Proposal Submission - W56HZV-23-R-0159 (company name). Once a proposal is received, the Contract Specialist/Contracting Officer will reply with the respective Offeror stating receipt of proposal submission.

CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is, in fact, unable to maintain a mailing list. The burden is therefore on any interested parties to periodically access the above internet address in order to obtain any amendments which may be issued. Failure to obtain any amendments and to respond to them prior to the date and time set for receipt of proposals may render your proposal nonresponsive and result in the rejection of the proposal.
