3. Justification:
   
   Tymetal Corp. is the original manufacturer of the gate system and the only vendor capable of producing the necessary parts and performing the required repairs. Given the critical security function of the gates and the potential security risks involved, the requirement is both unusual and urgently compelling.


4. Familiarity:
   
   The U.S. Embassy in Colombo is fully familiar with the scope and urgency of this requirement. As noted above, Tymetal Corp. is uniquely qualified to fulfill this need in a timely and efficient manner.


5. Price Reasonableness:
   
   The cost of the supplies and services proposed for repairing the security gates is fair and reasonable based on market research and prior experience.
