THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE SUPPLY CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Defense Health Agency Contracting Activity (DHACA), Healthcare Operations Division - West (HCD-W), intends to award a firm-fixed price supply delivery order for Dental Equipment and Supplies for use at the 18th Medical Group, 18th Dental Squadron Kadena Air Base (AB), Okinawa, Japan in accordance with the Federal Acquisition Regulation (FAR) 13.501(a) Sole Source acquisitions and FAR 13.106-1(b)(1)(i), only one source being available to meet the Government’s needs, to:

The North American Industry Classification System (NAICS) code for this requirement is 339114 – Dental Equipment and Supplies Manufacturing; the business size standard is 750 (in employees). The Product Service Code (PSC) is 6520 – Dental Instruments, Equipment, and Supplies.

The objective of this sole source award is to procure Dental Equipment and Supplies for use at the 18th Medical Group, 18th Dental Squadron Kadena AB, Okinawa, Japan. Dental Equipment and Supplies are necessary for direct patience care at the dental clinic at Kadena AB. Dental Equipment and Supply items requested by Kadena AB are listed on Electronic CATalog (ECAT) System under contract number SPE2DH24D0006 for Continental United States (U.S) (CONUS) delivery only. Kadena AB is located Outside the Continental United States (U.S) but has to maintain the same Dental Equipment and Supplies as (CONUS) for compatibility, reliability, maintainability.

A-dec, Inc. is the only source that can meet the Government’s minimum requirements to provide the requested supply mentioned above at Kadena AB, Okinawa, Japan. Kadena AB is currently outfitted with A-dec dental chairs, which is the Original Equipment Manufacturer (OEM). This contract includes all the necessary equipment and accessories needed to maintain operations because we have all dental specialties in our clinic that require unique chair configuration. A-dec, Inc. will remove and ship the old units back to their warehouse. A-Dec Inc. is the OEM and the only responsible source capable of providing the required equipment supplies and installation and de-installation services.

This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required Dental Equipment and Supplies for Kadena AB, Okinawa, Japan. Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
